Correspondence was read. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Larson moved and Mr. Sondrall seconded to approve payment of City Pothole and Street Repair <br />funds to the Cities of Buffalo, Casselton, Arthur, Amenia, Kindred, Grandin, North River, Davenport and <br />Leonard as recommended by the County Engineer. On roll call vote, the motion carried unanimously. <br />Regarding a holiday closing schedule for County offices, Mr. Eckert made a motion to close at <br />12:00 Noon on Christmas Eve and at 1:00 P.M. on New Year's Eve. The motion failed for lack of a second. <br />Mrs. Stanton moved and Mr. Larson seconded to close County offices at 12:00 Noon on Christmas Eve <br />and to close at 3:00 P.M. on New Year's Eve. County offices will also be closed Christmas Day and New <br />Year's Day. On roll call vote, the motion carried unanimously. <br />Administrative Assistant Diana Murack received petitions signed by a number of County employees <br />requesting the Commission to consider changing December's pay date to December 24th rather than <br />December 31st, due to Christmas holiday expenses. The Commission approved a change in the pay policy on <br />June 23, 1987, and that policy will stand. <br />Concerning the Blue Cross -Blue Shield contract renewal for 1988, Diana Murack recommended adding <br />routine mammary screening to the County's health care policy at an initial start -up cost of approximately <br />$5,640.00. Blue Cross Blue Shield representatives will be present next week regarding the 1988 <br />contract renewal. <br />Concerning the contract with Dan Martinsen, Inc. for medical benefits consultant services, <br />Mr. Larson moved and Mrs. Stanton seconded to not renew the contract with Dan Martinsen, Inc. for the <br />remainder of 1987 and for 1988, and that the Chairman write a letter to Mr. Bob Kostka of Dan <br />Martinsen, Inc. requesting an hourly rate for consultant services in the event that the County would <br />request such services in the future. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of Bonnie Johnson, Child Support Administrator, and Sheriff Donald Rudnick, <br />Mr. Larson moved and Mr. Eckert seconded to change the percentage of salary and fringe benefits for <br />Deputy Dean Fercho from 50 -50 to 75% paid by the Sheriff's Department and 25% paid by the Regional Child <br />Support Enforcement Unit, effective January 1, 1988. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of County Planner Jerry McCullough, Mr. Larson moved and Mrs. Stanton <br />seconded that Tom Garske of Forest River Subdivision be appointed to serve on the southside sewer <br />committee. Motion carried. <br />Diana Murack reported that the County has received rebates from Northern States Power Company for a <br />total of $4,192.50. <br />Mr. Sondrall moved and Mr. Larson seconded that Vouchers No. 80439 through No. 81324 be approved and <br />ordered paid. On roll call vote, the motion carried unanimously. <br />The Commissioners reviewed a list of terms on various boards which expire December 31, 1987, as <br />follows: County Surveyor, County Park Board, County Planning Commission, Community Action Agency, Maple <br />River and Southeast Cass Water Resource Districts, Human Services Board and Fargo Planning Commission <br />from the extra territorial area. Appointments will be made no later than January 5, 1988. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file a letter of resignation from Tom <br />Archbold, who served as an Advisory Member to the County Planning Commission, and that the Chairman send <br />a letter of thanks for his service. Motion carried. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval for a raffle permit for the Kindred <br />National Honor Society on January 18, 1988, at the Kindred School. On roll call vote, the motion carried <br />unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to authorize the Chairman to sign the Release of Easement <br />in the southwest quarter of Section 10, Barnes Township, relating to Drain No. 40, as presented by the <br />Ohnstad Twichell Law Firm. On roll call vote, the motion carried unanimously. <br />A letter from Sheriff Donald Rudnick regarding replacement of a damaged patrol vehicle will be <br />reviewed and placed on the agenda next week. <br />Regarding child support incentive payments, the State of North Dakota decided to continue paying <br />100% of the incentive payments to the local counties after a hearing was held on the matter last week in <br />Bismarck. <br />The Chairman read a letter from Mark Johnson, North Dakota Association of Counties Executive <br />Director, expressing appreciation to all the Cass County Commissioners for doing a wonderful job as host <br />county for the 1987 North Dakota County Commissioners Association and North Dakota Association of <br />Counties joint convention. <br />Mr. Larson moved and Mr. Eckert seconded to receive and file a letter from L.A. Aarestad, writing as <br />a concerned citizen regarding the controversy of Judge Donald Cooke.
