REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 24, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Discussion was held on a hearing to be held in Bismarck on Tuesday, <br />December 1st, whereby the State Human Services Department is proposing <br />to retain 55% of the Child Support incentive payments and the counties <br />would receive 45 In the past the counties authorized to attend <br />the public hearing one week from today in Bismarck. The motion carried <br />on roll call vote with four members voting "Aye", Mrs. Stanton opposing <br />because the Commission has not taken a stand on what Mr. Wieland's <br />testimony will be. She feels the counties are not being reasonable <br />in asking for 100% of the payments. <br />Mr. Larson moved and Mr. Sondrall seconded that Chairman Wieland <br />testify at the Child Support incentive payments hearing in Bismarck <br />that it is the position of this Commission to support the counties <br />receiving 100% of the incentive payments at this point. The motion <br />carried on roll call vote with Mr. Sondrall, Mr. Wieland and Mr. Larson <br />voting "Aye Mrs. Stanton and Mr. Eckert voting "No <br />Regarding a request from the Cass County Historical Society for <br />comments from the Commission on a proposal by Arnold Lorentzsen to <br />operate a steam locomotive train on a railroad linking Bonanzaville <br />and the Red River Valley Fairgrounds, Mrs. Stanton moved and Mr. Eckert <br />seconded to support the concept and inform them of the County's <br />concerns for safety, liability, and placement of the track so that <br />it does not interfere with a future master plan for Bonanzaville. <br />On roll call vote, the motion carried unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mr. <br />Sondrall moved and Mr. Larson seconded to grant a utility permit to <br />Northwestern Bell Telephone Company to place buried cable under County <br />Road 17 in Sections 7 -8, Reed Township. On roll call vote, the motion <br />carried unanimously. <br />Mr. Richards informed the Commission that the County Road <br />Department will be closed on Friday after Thanksgiving with the <br />employees taking it as a vacation day. <br />Mr. Sondrall moved and Mr. Eckert seconded to authorize Don <br />Richards and States Attorney Robert Hoy to determine the method of <br />proceeding with the disposal of four motor graders, and to proceed <br />with the sale accordingly. Motion carried. <br />Mr. Wieland reported that Frank Richard, County Surveyor, passed <br />away last Saturday after receiving severe injuries in an automobile <br />
