PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />10 0 CO k2110111 <br />A letter was received from Perry Ronning, Clerk of the Stanley Township Board of Supervisors, <br />stating that the Stanley Township Board went on record as opposing the incorporation of Round Hill <br />Subdivision due to a lack of information from residents of Round Hill and the apparent unwillingness of <br />area township residents to be a part of the proposed city or its extra territorial district. <br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the letter, and refer a copy to County <br />Planner Jerry McCullough. Motion carried. <br />A letter was received from Thomas Posey requesting that he be considered for any future openings on <br />the Maple River Water Resource Board. <br />The Chairman received copies of correspondence from the North Dakota Attorney General Office to <br />Attorney Daniel Twichell regarding serving on a water resource board when a manager has moved outside the <br />boundaries of the water resource district but has retained his voting rights and land within the <br />district. This information will be filed with the letters requesting consideration for future <br />appointments. <br />Mrs. Stanton moved and Mr. Larson seconded that Richard Offutt, Director of Administrative Services, <br />be authorized to spend up to $2,500.00 within the budget whenever necessary, without prior approval of <br />the Board of Commissioners. On roll call vote, the motion carried unanimously. <br />Mr. Eckert reported that he has a verbal bid for constructing a chain link fence on County property <br />at 57 -11th Avenue North in Fargo, used by the Southeastern North Dakota Community Action Agency Head <br />Start Program. Mr. Wieland suggested asking the County Park Board at their next meeting to consider <br />paying for the fence, and to request the Fargo Park District to consider approving some playground <br />equipment for the area. <br />Mr. Eckert moved and Mrs. Stanton seconded to accept the Quit Claim Deed from Oscar and Adra <br />Simonson to Cass County for Lot 1 and Lot 17, South Haven Subdivision, Stanley Township; Cass County to <br />pay the 1986 real estate taxes in the amount of $80.54. On roll call vote, the motion carried <br />unanimously. Wieland, Chairman <br />Cass County, North Dakota Cass County Board of Commissioners <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 3, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Upon the recommendation of Sheriff Don Rudnick, Mrs. Stanton moved and Mr. Larson seconded that the <br />Sheriff be authorized to contract with Fargo Fence in the amount of $1,137.00 for a 6 foot high chain <br />link fence for security purposes at the Juvenile Detention Center. On roll call vote, the motion carried <br />unanimously. <br />Upon a recommendation of the County's personnel policy study completed by Eide Helmeke Company, <br />Mrs. Stanton moved and Mr. Larson seconded to advertise in The Forum and through North Dakota Job <br />Services for the position of a personnel assistant under the Director of Administrative Services at an <br />annual salary of $15- 20,000. Deadline for receiving applications will be 4:00 P.M. on November 20, 1987, <br />submitted to the Cass County Auditor and marked 'application On roll call vote, the motion carried <br />unanimously. The Chairman suggested that Administrative Assistant Diana Murack prepare the <br />advertisement upon advice of Mr. Robert Black from Eide Helmeke. <br />Correspondence was received from County Judge Cynthia Rothe regarding the temporary assignment of <br />Judge Mikal Simonson, Barnes County Judge, on a case by case basis to Cass County Court in view of the <br />absence of Judge Donald Cooke. Mr. Larson moved and Mr. Sondrall seconded that Judge Rothe proceed on <br />the basis as outlined in her letter dated November 2, 1987. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to grant the application for a raffle permit for the <br />Kindred Booster Club on November 13, 1987, at the Kindred High School.
