Dept. rental <br />of road graders <br />apprvd, subject <br />to approval of <br />St. Atty. <br />1988 salaries of <br />elected officials <br />disc. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 20, 1987 <br />Mrs. Stanton moved and Mr. Larson seconded that Sheriff Deputies Dean Wawers and Charles Sauvageau <br />be authorized to attend the quarterly meeting of the North Dakota Bomb Technicians' Association on <br />October 20 -23, 1987, in Canada. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following Officer's Reports for <br />September: Motion carried. <br />Clerk of Court 5,819.50 <br />County Court $29,454.90 <br />Register of Deeds $16,661.70 <br />Sheriff 7,805.93 <br />Veterans Service Office <br />Upon receipt of a letter of resignation from Dayton Byram as an advisory member of the Cass County <br />Planning Commission, Mrs. Stanton moved and Mr. Eckert seconded to accept the resignation with regret, <br />and that Chairman Wieland send a letter of appreciation to Mr. Byram. Motion carried. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file a letter from the Fargo -Cass County <br />Economic Development Corporation thanking the County for their 1988 budget appropriation. Motion <br />carried. <br />The Commissioners decided to meet at 11:00 A.M. on October 14, 1987, to consider eight of the <br />applicants for the position of Administrative Assistant. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />corrected. Motion carried. <br />Upon the request of Glenn Ellingsberg, Cass County Emergency Manager, Mr. Eckert moved and <br />Mr. Larson seconded that the Chairman be authorized to sign the Local Emergency Management Organization <br />Cooperative Agreement Work Plan for Fiscar Year 1988. On roll call vote, the motion carried unanimously. <br />Concerning the hiring of an Administrative Assistant to the Board of County Commissioners to replace <br />Scott Krueger, Mrs. Stanton moved and Mr. Sondrall seconded that Diana Murack be hired for the position <br />of Cass County Administrative Assistant effective October 26, 1987, at an annual salary of $25,000.00. <br />On roll call vote, the motion carried unanimously. <br />A letter was read from County Judge Cynthia Rothe regarding County Court's schedule in light of <br />Judge Donald Cooke's absence. Judge Rothe stated that Small Claims hearings must be heard within 30 days <br />of service of the claim, and she requested authorization to appoint a temporary referee for Small Claims <br />Court to hear Judge Cooke's cases during his absence and to pay the referee $65.00 per hour. Mr. Larson <br />moved and Mr. Eckert seconded that Judge Cynthia Rothe be authorized to appoint a temporary referee for <br />Small Claims Court at a cost of $65.00 per hour. Mrs. Stanton stated that the County needs to do <br />whatever it can to keep the County Court functioning. At the call for the question and upon roll call <br />vote, the motion carried unanimously. <br />Chairman Wieland noted that the North Dakota Judicial Conduct Commission has scheduled a hearing <br />regarding Judge Donald Cooke for November 30, December 1 and December 2, 1987, in Fargo. Mrs. Stanton <br />felt the Commission Minutes should reflect that County Judge Donald Cooke publicly announced that he is <br />suffering from alcoholism, and that he has gone into treatment for four weeks in Minneapolis. <br />Mr. Wieland instructed the Commission Secretary to obtain a copy of the press release issued by Judge <br />Cooke's attorney, and the request was made by Mrs. Stanton to it to the Commission Minutes of this <br />date to substantiate the reasons for the previous motion.* (see page No. 6414) <br />Upon the recommendation of County Engineer Don Richards, Mr. Eckert moved and Mr. Larson seconded to <br />grant a utility permit to Cass County Electric for placement of a cable under County Road 81 near County <br />Road 16 south of Wild Rice. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to authorize the County Road Department to enter into a <br />contract, to be signed by the Chairman of the County Commission, with the Butler Machinery Company for <br />rental of up to four road graders under the terms and conditions set forth by the County Engineer, <br />subject to review and approval by States Attorney Robert Hoy. Mr. Eckert stated that he would first like <br />to see some figures on the annual cost of the present maintainers. The motion carried on roll call vote <br />with four members voting "Aye Mr. Eckert opposing. Mr. Wieland asked Don Richards to provide the <br />figures requested by Commissioner Eckert. <br />Mrs. Stanton stated that the Commission Minutes do not reflect any action on 1988 salaries of <br />elected officials. County Auditor Ordelle Brua stated that figures were included in the 1988 Final <br />Budget, but Mr. Wieland suggested obtaining an outline of what the 1988 salaries should be and include it <br />in the Commission Minutes. <br />
