September 16, 2002
Page Two

females in this pod. To prevent cross views we have paper
covering the windows on the female units. This makes it
rather hard to see what the females are up to. We do
well-being ckecks every 30 minutes but in between these
times the females pretty much have any control they want
over the unit. There is one officer for 48 inmates.

Delta pod is designed for pre-appearance/pre-
classification. There are also 12 medical cells that are
just used for inmates with medical needs. This pod is
designed for minimum security inmates when they first
come in. Jail orientation is done here when they first
come in. The orientation includes all of the rules for
the jail. The inmates usually go to court for ~heir
arraignments from here and most of them are released so
they never need to be re--classified. If they aren't
released, then they are re-classified to another pod
depending on their behavior in this pod. This pod is not
meant to be a housing unit but is being used as one now.
There is one officer in this pod.

- Sigma pod is designed for medium and maximum security
pod. This is where the inmates that cannot follow rules
or get along with other inmates go. The doors are all
metal; the tables are all stainless steel and bolted to
the floor. Right now we have minimum, medium and maximum
in this pod. The aspect of this jail is to show the
inmates that their behavior defines where they are
placed. If the inmate follows all the rules and
directives of the staff, then they receive more
privileges. A minimum custody inmate placed here is not
receiving the benefits of good behavior.

- The inmate worker dorm is designed to house inmate
workers. This is also a dorm setting. They have the same
privileges ms the work release inmates but don't leave
the facility to work. They are kitchen, laundry and
cleaning people. They work different shifts and hours. We
have 16 beds in the inmate worker dorm but only have 8
inmate workers at this time. The dorm was set up for when
