Powers Construction <br />Company in the amount of $6,619.00 for the Courthouse South Wing, payment to be made from the State and <br />Federal Reimbursement budget line item; with reimbursement to that account by the Cass County Building <br />Authority at a later date. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to allow Vernon Quam, Red River Forester, to set up a <br />display in the Courthouse during the month of October to explain their program and activities on Dutch <br />Elm disease control, providing the display does not create a traffic problem or fire hazard; and that it <br />be referred to Richard Offutt to make the necessary arrangements. Motion carried. <br />Mr. Larson moved and Mr. Eckert seconded to receive and file the Officer's Reports for August, 1987. <br />Motion carried. <br />Mr. Sondrall moved and Mrs. Stanton seconded to order two North Dakota Bi- Centennial flags, at a <br />cost of $30.00 each, to be flown over the Courthouse in the year 1989. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign the petition for <br />vacating the alleys adjacent to County Shop property located on Lots 16 -18, Block 9, Ellsbury's 1st <br />Addition, City of Tower City. Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that the County pay their share of additional <br />architectural services on the proposed City /County Law Enforcement Center to Polson Architects of <br />Kansas City, Missouri, in the amount of $5,140.20. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve payment of a bill to the Metropolitan Council <br />of Governments in the amount of $217.20 as reimbursement for the County Planner's use of copying machine, <br />supplies and telephone for the period of July, 1986 to April, 1987. On roll call vote, the motion <br />carried unanimously. <br />An item in the Suggestion Box requested a used 13" black and white television for the employee <br />lounge, and the Commissioners stated that they would have no objection to this. <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file a "Sewage Treatment Resolution" from <br />the Stanley Township Board of Supervisors expressing support of the County's efforts to investigate the <br />feasibility of extending the City of Fargo's sewer services and the availability of grant funds; a copy <br />to be referred to County Planner Jerry McCullough. Motion carried. <br />Correspondence was received from States Attorney Robert Hoy regarding Majerus vs. Cass County <br />Commission. Faye Majerus and Attorney E. Thomas Conmy, III, have accepted a proposal of $3,800.00 for <br />resolution of a pending claim. Mr. Eckert moved and Mr. Sondrall seconded to approve payment in the <br />amount of $3,800.00. On roll call vote, the motion carried unanimously. <br />A letter was received from Glenn Eilingsberg stating that Joe Henning, who was a foreman on the <br />Courthouse North Wing project, is interested in assisting with the Courthouse entry plaza project. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />BUDGET MEETINGS OF CASS COUNTY BOARD OF COMMISSIONERS <br />The Cass County Board of Commissioners held budget hearings with various County departments in the <br />afternoon of September 15, 1987 and in the mornings on the dates of September 16 and 17, 1987. All <br />members were present as follows: Alon Wieland, Oscar Sondrall, Jeannette Stanton, Don Eckert and Ray <br />Larson. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />September 22, 1987 <br />Chairman Alon Wieland called the meeting to order with four members present as follows: Jeannette <br />Stanton, Don Eckert, Ray Larson and Alon Wieland. Oscar Sondrall was absent. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />A written request was received from The Windbreak Restaurant and Bar for a special license to sell <br />beer and wine on Sundays in conjunction with State law, one requirement being that the licensee must <br />derive 50% or more of its annual gross receipts from the sale of prepared meals. A review of their <br />North Dakota State Sales and Use Tax Return forms did not show a breakdown on the sale of prepared meals, <br />and further information will be requested from The Windbreak. <br />
