PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS

<br />The Commissioners reviewed the 1988 preliminary County budget with County Auditor Ordelle Brua and
<br />Administrative Assistant Scott Krueger.
<br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval for a raffle permit for St. Benedict's
<br />Church of Horace on September 20, 1987. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Eckert seconded to grant permission for out of state travel for
<br />Superintendent of Schools Joyce Holm to attend the National Rural Education Association conference in
<br />Lake Placid, New York on October 17 -21, 1987. Motion carried.
<br />A letter was received from John 0. Garaas, Acting Presiding Judge of the East Central Judicial
<br />District, inviting the Commission and all Cass County employees to attend a celebration of the
<br />bicentennial of the U.S. Constitution at 11:00 AM on September 17, 1987 in District Courtroom Three.
<br />Mr. Eckert moved and Mr. Larson seconded that the County Auditor be authorized to publish the annual
<br />notice of weed cutting in the official newspaper. Motion carried.
<br />Mr. Eckert moved and Mr. Larson seconded to approve out of state travel for five employees of the
<br />County Sheriff's Department to attend the annual convention of the Mid States Organized Crime Information
<br />Center in Minneapolis, MN on the dates of September 22 -24, 1987. On roll call vote, the motion carried
<br />unanimously.
<br />Administrative Assistant Scott Krueger presented a 1988 salary proposal for County employees, based
<br />upon the Commission's action of August 18, 1987, to increase the mid -point on the County pay scale by
<br />3.7 Mr. Krueger stated that the proposal is very similar to last year's.
<br />Regarding applications for the position of Administrative Assistant to the Board of County
<br />Commissioners, Mr. Larson suggested that Commissioners Wieland and Stanton select 6 -12 applicants for
<br />interviews.
<br />Mr. Eckert moved and Mr. Larson seconded to grant approval for Commissioners Larson, Stanton and
<br />Wieland to travel out of state on September 9, 1987, to view Law Enforcement facilities; this to include
<br />approval for out of state travel for Sheriff Don Rudnick, two Deputy Sheriffs, and County Judge Cynthia
<br />Rothe for the same purpose. On roll call vote, the motion carried unanimously.
<br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned.
<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />SEPTEMBER 15, 1987
<br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette
<br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />Mr. Larson moved and Mr. Eckert seconded to appoint States Attorney Robert Hoy, County Judge Cynthia
<br />Rothe, Clerk of Court Linda Rogers, Commissioners Stanton and Wieland to represent Cass County on the
<br />proposed municipal court reorganization committee. Motion carried. Other members of the committee
<br />representing the City of Fargo are Commissioners Jeff Frankhauser and Phil Watson. Representatives from
<br />the City of West Fargo are City Attorney Brian Neugebauer, City Judge Scott Griffeth, City Commissioner
<br />John Williams, and Mayor Florenz Bjornson.
<br />A letter was received from Don Rudnick, Chairman of the Salary Review Committee, stating that they
<br />did not wish to make a recommendation on setting the salary for Richard Offutt, newly appointed Director
<br />of Administrative Services, since they have not set the salaries of other County department heads.
<br />Motion was made by Mrs. Stanton that the position of Director of Administrative Services be placed in Pay
<br />Grade 95, and that Richard Offutt receive an annual salary of $43,000.00, effective on the date of his
<br />appointment. Mr. Eckert seconded the motion for discussion. Since this is a new position, Mr. Eckert
<br />suggested setting the annual salary at $40,000 and Mr. Larson felt the salary could be increased to
<br />$43,000 beginning January 1, 1988. Mr. Wieland noted that it will no longer be necessary to hire a
<br />financial analyst, and this will be a cost savings to the County. At the call for the question and upon
<br />roll call vote, the motion carried unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded that remodeling of the employees' lounge in the basement
<br />of the North Wing be approved at a cost of $4,952 for general construction, $247 for electrical, and a
<br />figure for the mechanical construction to be given at a later date, this to be paid from the "Capital
<br />Projects" line item. On roll call vote, the motion carried unanimously. The project is expected to be
<br />completed about November 1st.
<br />Concerning a ventilation problem in the County Road Department shop area, the Chairman referred a
<br />letter from Safety Officer Glenn Ellingsberg to Commissioners Eckert and Sondrall for investigation and a
<br />report back to the Commission.
