PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 14, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded to grant permission for out of state travel for two <br />people from the Regional Child Support Enforcement Unit to attend the national convention in <br />Minneapolis, MN on August 23 -27, 1987. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded to grant permission for out of state travel for Joyce <br />Temanson, Social Services employee, to St. Cloud, MN on July 17, 1987. Motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the Salary and <br />Pay Grade form authorizing the hiring of Jo L. Winefeldt as a clerk in the Auditor's Office on a <br />full -time basis for a 6-month period in pay grade 3 at a salary of $900 per month. On roll call vote, <br />the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to renew the County's insurance policy as proposed by <br />Dawson Insurance Agency in the amount of $109,728.00 for the period August 1, 1987 through August 1, <br />1988. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to authorize the Chairman to sign the Cooperative <br />Agreement between Cass County and the East Central Judicial District Court, as presented by Data <br />Processing Manager Richard Offutt, for programming of Cass County District Court files. On roll call <br />vote, the motion carried unanimously. <br />County Planner Jerry McCullough provided information on a rental rehabilitation program through the <br />Department of Housing and Urban Development. He stated that there is no money available for <br />administrative costs, and the program is very labor intensive at the beginning. The Chairman instructed <br />Mr. McCullough to bring it up at a later date if he hears of any interest in the program. <br />Mrs. Stanton moved and Mr. Larson seconded that Jim Berglie, Director of the Community Survival <br />Program, be authorized to hire one person for the Independent Supported Living Arrangement program for a <br />period initially of 90 days, as approved by the County Social Services Board. On roll call vote, the <br />motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to set a public hearing for August 4, 1987 at 10:00 A.M. <br />in the Cass County Commission Room at the Courthouse on the application for MIDA Bonds for St. John's <br />Hospital in the amount of 7 million dollars. Motion carried. <br />Mr. Larson moved and Mr. Eckert seconded that the County follow the MIDA Bond fee schedule as <br />adopted by the City of Fargo, and that an application fee of $1,000 be included as adopted by the City of <br />Fargo for the St. John's Hospital MIDA Bond application. On roll call vote, the motion carried <br />unanimously. <br />Correspondence was received from the North Dakota Department of Human Services regarding a change in <br />the incentive formula for collections made by the Regional Child Support Enforcement Units, which will <br />decrease payments to counties. <br />Notice was received that the State Health Department will be considering a Vector Control District <br />to include all of Cass County at their July 21st meeting to be held in the State Capitol. <br />A letter was received from States Attorney Robert Hoy requesting a meeting between legal counsel and <br />the Commissioners on July 30, 1987, regarding tax abatement litigation by Cargill, Inc. <br />Mr. Larson moved and Mr. Sondrall seconded that the following Officer's Reports for June be received <br />and filed: Motion carried. <br />Clerk of Court 7,170.14 <br />County Court $35,732.10 <br />Register of Deeds $18,795.00 <br />Sheriff 8,860.46 <br />Veterans Service Office <br />Mr. Sondrall moved and Mr. Larson seconded to appoint Sheriff Don Rudnick as Cass County's official <br />representative on a Bi Centennial Committee.
