PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JULY 14, 1987 Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as written. Motion carried. Mrs. Stanton moved and Mr. Sondrall seconded to grant permission for out of state travel for two people from the Regional Child Support Enforcement Unit to attend the national convention in Minneapolis, MN on August 23 -27, 1987. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mr. Larson seconded to grant permission for out of state travel for Joyce Temanson, Social Services employee, to St. Cloud, MN on July 17, 1987. Motion carried unanimously. Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the Salary and Pay Grade form authorizing the hiring of Jo L. Winefeldt as a clerk in the Auditor's Office on a full -time basis for a 6-month period in pay grade 3 at a salary of $900 per month. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to renew the County's insurance policy as proposed by Dawson Insurance Agency in the amount of $109,728.00 for the period August 1, 1987 through August 1, 1988. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded to authorize the Chairman to sign the Cooperative Agreement between Cass County and the East Central Judicial District Court, as presented by Data Processing Manager Richard Offutt, for programming of Cass County District Court files. On roll call vote, the motion carried unanimously. County Planner Jerry McCullough provided information on a rental rehabilitation program through the Department of Housing and Urban Development. He stated that there is no money available for administrative costs, and the program is very labor intensive at the beginning. The Chairman instructed Mr. McCullough to bring it up at a later date if he hears of any interest in the program. Mrs. Stanton moved and Mr. Larson seconded that Jim Berglie, Director of the Community Survival Program, be authorized to hire one person for the Independent Supported Living Arrangement program for a period initially of 90 days, as approved by the County Social Services Board. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to set a public hearing for August 4, 1987 at 10:00 A.M. in the Cass County Commission Room at the Courthouse on the application for MIDA Bonds for St. John's Hospital in the amount of 7 million dollars. Motion carried. Mr. Larson moved and Mr. Eckert seconded that the County follow the MIDA Bond fee schedule as adopted by the City of Fargo, and that an application fee of $1,000 be included as adopted by the City of Fargo for the St. John's Hospital MIDA Bond application. On roll call vote, the motion carried unanimously. Correspondence was received from the North Dakota Department of Human Services regarding a change in the incentive formula for collections made by the Regional Child Support Enforcement Units, which will decrease payments to counties. Notice was received that the State Health Department will be considering a Vector Control District to include all of Cass County at their July 21st meeting to be held in the State Capitol. A letter was received from States Attorney Robert Hoy requesting a meeting between legal counsel and the Commissioners on July 30, 1987, regarding tax abatement litigation by Cargill, Inc. Mr. Larson moved and Mr. Sondrall seconded that the following Officer's Reports for June be received and filed: Motion carried. Clerk of Court 7,170.14 County Court $35,732.10 Register of Deeds $18,795.00 Sheriff 8,860.46 Veterans Service Office Mr. Sondrall moved and Mr. Larson seconded to appoint Sheriff Don Rudnick as Cass County's official representative on a Bi Centennial Committee.
