Mr. Larson moved and Mr. Sondrall seconded to refer the above <br />bids to the County Engineer for tabulation and recommendation. Motion <br />carried. <br />Upon the recommendation of County Engineer Don Richards, Mr. <br />Larson moved and Mr. Sonrall seconded to grant a utility permit to <br />Rodney Laughlin for placing cable across County Road 11 in Section <br />4, Kinyon Township. Motion carried. <br />Architect Richard Moorhead presented an exterior site plan for <br />planting trees and shrubbery on the Courthouse block, and discussion <br />was held on replacing the curb and gutter. The Chairman suggested <br />that the Commissioners meet at 8:00 A.M. next Tuesday to review this <br />further. <br />The Board again continued the hearing on the Cargill, Inc. tax <br />abatement application. Mr. Patchin continued his presentation on <br />the Appraisal Summary. In conclusion, he stated that he feels the <br />entire processing plant is worth about $12,000,000 with a taxable <br />value of $6,000,000, the remainder being personal property. Mr. Hasti <br />explained that the greatest difference in the opinion of value on <br />the two appraisals is in the area of economic obsolescence and a <br />difference of opinion on how much of the equipment is classified as <br />taxable. Members of the Commission asked questions and expressed <br />their opinions, after which the Chairman closed the hearing and <br />determined that the Commission would take action when a full Board <br />is present. <br />Mr. Larson moved and Mr. Sondrall seconded that Vouchers No. <br />74,747 through 75,357 be approved and ordered paid. On roll call <br />vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that Register of Deeds <br />Deanna Kensrud be authorized to hire Linda Sell for temporary part -time <br />help at a rate of $5.00 per hour, according to the Salary and Pay <br />Grade Form, effective April 27, 1987. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert moved and Mr. Larson seconded that County Auditor <br />Ordelle Brua be authorized to hire Janice Becker as a part -time <br />employee in Pay Grade 5 at the rate of $1,300.00 per month to replace <br />Cheryl McQuade, whose status changed from part -time to full -time in <br />the Auditor's Office. On roll call vote, the motion carried <br />unanimously. <br />Administrative Assistant Scott Krueger explained budget <br />projections worked out by himself and the County Auditor regarding <br />the effect of 1987 legislative action. Mr. Krueger asked if there <br />are any proposed salary plans which the Commission wishes to have <br />him prepare, and Mr. Wieland suggested that members of the Commission <br />meet at 8:00 A.M. two weeks from today to review salaries of County <br />employees. <br />
