REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 5, 1987 <br />Chairman Alon Wieland called the meeting to order with four <br />members present as follows: Oscar Sondrall, Don Eckert, Ray Larson <br />and Alon Wieland. Jeannette Stanton was absent. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Correspondence was received and filed from the Fargo City <br />Engineer's Office requesting Cass County to replenish an easement <br />on County Drain #29 for the purpose of installing an underground city <br />storm sewer for the newly developing Sunwood Addition. Upon the <br />written recommendation of States Attorney Robert Hoy and the Southeast <br />Cass Water Resource District, Mr. Eckert moved and Mr. Sondrall <br />seconded that the Chairman be authorized to sign the Relinquishment <br />of Easement on County Drain #29 in north Fargo. Motion carried. <br />The Board continued the hearing from March 31, 1987, on the <br />Application for Abatement and Settlement of Taxes submitted by <br />Cargill, Inc. Members of the Commission received copies of an <br />Appraisal Summary prepared by Peter J. Patchin Associates, Inc. <br />Mr. Patchin was present and explained his appraisal in detail <br />supporting a total taxable valuation of $5,900,000 on the sunflower <br />seed processing plant at Riverside, ND. Also present were <br />representatives of Cargill, Inc. and Attorney Doug Herman. County <br />Director of Tax Equalization Clarence Miller and Riverside City <br />Auditor Lois Cusick were also present; along with State Supervisor <br />of Assessments Barry Hasti, who explained his appraisal valued at <br />$12,200,000 which was made at the request of the City of Riverside. <br />At this time, the Chairman declared a recess in the abatement hearing <br />for the purpose of conducting other County business scheduled for <br />this time. <br />Bids were received and opened at 10:00 A.M. for a truck mounted <br />striping machine for the County Road Department as follows: <br />General Equipment Supplies, Inc. $76,159.29 <br />Sweeney Brothers Tractor Co. $80,546.00 <br />Prismo Safety Corporation $82,370.60 <br />With Trade <br />$69,659.29 <br />$79,546.00 <br />$81,370.60 <br />Bids were received and opened at 10:00 A.M. for a self propelled <br />chip spreader for the Road Department as follows: <br />Swanston Equipment <br />Sweeney Brothers Tractor Co. <br />Krider Equipment Co. <br />With Trade <br />$64,755.00 $60,655.00 <br />$62,400.00 $59,400.00 <br />$46,811.00 $44,411.00 <br />
