Motion carried. <br />The Chairman declared a recess for the purpose of a meeting of <br />the Cass County Building Authority and upon reconvening, Mrs. Stanton <br />moved and Mr. Larson seconded to approve Building Authority action <br />on change orders E -11 in the amount of $122.00 and E -12 in the amount <br />of $2,788.00; and approval of Disbursement Direction #23 in the amount <br />of $178,641.34. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve Change <br />Order E -15 to the Dakota Electric Construction Company in the amount <br />of $287.00. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs Stanton seconded that the County Auditor <br />be authorized to pay the South Wing lease payment in the amount of <br />$631,792.54, which includes Trustee Fees. On roll call vote, the <br />motion carried unanimously. <br />Scott Krueger reported that States Attorney Robert Hoy has <br />reviewed the contract with Steve Poulson, Architect and Associates <br />of Kansas City, for the needs analysis /site proposal for the proposed <br />combined law enforcement center. Mr. Larson moved and Mrs. Stanton <br />seconded that the County approve the general tenor of the contract, <br />authorize the Law Enforcement Center Committee to execute the <br />contract, and indicate agreement to be bound by the proportionate <br />share of the cost, this being $18,050.00. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman <br />be authorized to appoint Scott Krueger to the Combined Law Enforcement <br />Center Committee. Motion carried. <br />A Certificate of Compliance for the Cass County Juvenile <br />Detention Center was received from the North Dakota Attorney General <br />and referred to Sheriff Don Rudnick. <br />A request was received from the County Social Services Department <br />for parking in the public parking area of the Courthouse north parking <br />lot for homemakers who are transporting elderly clients, if no other <br />space is available near the Courthouse. The Chairman will discuss <br />the request further with the Social Services Director. <br />Correspondence was received from the States Attorney enclosing <br />a copy of Senate Bill 2380, which will become effective on July 1, <br />1987, concerning sale of alcoholic beverages on Sundays in an eating <br />establishment which has an on -sale liquor or beer license. Copies <br />will be referred to each Commissioner. <br />Correspondence from Richard Sletten, District Court <br />Administrator, regarding parking permits for jurors will be referred <br />to the Sheriff. <br />
