REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />APRIL 21, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />The Chairman stated that members of the Commission met informally <br />earlier today to discuss job descriptions of a financial analyst <br />position and a personnel manager position. He felt that there are <br />three names which need to be purchased before making a decision on <br />hiring a personnel manager, these being to direct Administrative <br />Assistant Scott Krueger to contact other counties on their procedure, <br />to pursue conversation with the City of Fargo, and to contact <br />professional personnel consultants asking them what services they <br />offer and what their fees would be. Mr. Eckert moved and Mrs. Stanton <br />seconded that Scott Krueger pursue the three areas as outlined above <br />and report back to the Commission in 30 days. Motion carried. <br />After discussion on combining some of the personnel duties with <br />the position of financial analyst, Mrs. Stanton moved and Mr. Larson <br />seconded to create the position of financial analyst /personnel <br />technician with a pay grade and salary range to be determined at the <br />next meeting after receiving a recommendation from the Salary Review <br />Committee. After further discussion and at the call for the question, <br />the motion carried unanimously. <br />Mr. Larson moved and Mr. Sondrall seconded to grant out of state <br />travel for Kathy Suedel to St. Cloud, MN on the date of April 27, <br />1987. On roll call vote, the motion carried unanimously. <br />County Engineer Don Richards appeared before the Board with a <br />request for approval to hire three staff replacements at this time <br />for employees who will be retiring this fall. Sheriff Don Rudnick, <br />Chairman of the Salary Review Committee, provided copies of the <br />committee's recommendations, which included that the position of M -5 <br />Master Mechanic remain in Pay Grade 8, the position of M -4 Chief <br />Mechanic remain in Pay Grade 9, both at the same salaries as the persons <br />retiring; and that the position of M -6 Operator IV be raised from <br />Pay Grade 8 to Pay Grade 10. After discussion, motion was made by <br />Mr. Larson to approve staff replacement for all three positions but <br />that the position of M6- Operator IV remain in Pay Grade 8. The motion <br />failed for lack of a second. Motion was made by Mrs. Stanton that <br />the County Engineer be authorized to hire the M -5 Master Mechanic <br />and M -4 Chief Mechanic at starting salaries as recommended by the <br />Salary Review Committee. Mr. Eckert stated that he would like to <br />delay action for one week on all three positions. Mrs. Stanton's <br />motion failed for lack of a second. Discussion followed on hiring <br />procedures used by the County Engineer and by other County departments. <br />Motion was made by Mr. Eckert and seconded by Mr. Larson to delay <br />
