<br />Suggestion Box items were brought to the Commission's attention regarding the proposed smoking
<br />policy, location of the First Aid station in the Auditor's Vault and a complaint on the South Wing
<br />elevator. Mrs. Stanton suggested purchasing another medicine cabinet and placing it on another floor.
<br />The complaint on the South Wing elevator is that it is too slow. Scott Krueger reported that he has
<br />contacted the Otis Elevator Company about improving the situation.
<br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign an Agreement to
<br />Provide Professional Consulting Services with the North Dakota Association of Counties in relation to the
<br />Indirect Cost Plan Development on Federal programs managed at the county level. On roll call vote, the
<br />motion carried unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign a resolution of
<br />support to the Lake Agassiz Regional Council, which includes payment of $10,000.00 from the 1987 County
<br />Budget. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign the County Deed
<br />to Michael N. and Nancy Jo Erdmann for the re- purchase of property on the 1986 Delinquent Tax Sale List
<br />in the City of Casselton described as Lots 9 and 10, Block 8, Original Townsite. Motion carried
<br />unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign the County Deeds
<br />to the City of Page for purchase of the six parcels of land on the 1986 Delinquent Tax Sale List, and to
<br />cancel the general taxes in the amount of $1,121.26. On roll call vote, the motion carried unanimously.
<br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned.
<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />FEBRUARY 10, 1987
<br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette
<br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />Mr. Robert Dawson presented a proposal on public officials and employees liability insurance
<br />premiums. Mr. Larson felt the Commission should increase the liability limit to $1,000,000 on vehicles
<br />and establish a self insurance fund on the baTance of the liability. Mrs. Stanton moved and Mr. Eckert
<br />seconded to accept the recommendation of the Dawson Insurance Agency, as indicated in their letter of
<br />February 10, 1987, for premiums in the amount of $13,120.00 for liability coverage from February 10 to
<br />August 1, 1987. The motion carried on roll call vote with four members voting "Aye Mr. Larson
<br />opposing.
<br />Correspondence was received from County Judge Cynthia Rothe requesting permission to hire staff
<br />replacement for the position of probate clerk, due to the resignation of Rita Goodwill. Sheriff Don
<br />Rudnick was present and stated that the Salary Review Committee is investigating the request, sinceydudge
<br />Rothe discussed restructuring this position and a criminal clerk position. Mrs. Stanton moved and
<br />Mr. Sondrall seconded that County Court be authorized to hire staff replacement for the position of
<br />probate clerk. Motion carried.
<br />Discussion continued on the smoking policy in County buildings. Mr. Wieland updated Commissioner
<br />Eckert on last week's tie vote on a motion to ban all smoking as of March 1st. Mr. Eckert stated that he
<br />would be in favor of providing designated areas for smoking. Mr. Wieland reported on a request by the
<br />District Court for the Commission to provide a room on the third floor for jurors who smoke.
<br />Motion was made by Mrs. Stanton and seconded by Mr. Larson to designate two smoking areas in the
<br />Cass County Courthouse, one being in an area of the employees' brown -bag room in the North Wing and the
<br />other being a room in the southeast corner connected to the new lunchroom in the South Wing, and that a
<br />total ban on smoking be effective July 1, 1987. On roll call vote, the motion carried with Mrs. Stanton,
<br />Mr. Wieland and Mr. Larson voting "Aye Mr. Eckert and Mr. Sondrall voting "No
<br />Motion was made by Mr. Larson and seconded by Mrs. Stanton that the designated smoking area in the
<br />County Jail be the jail cells, and that the designated smoking area in the Road Department building be in
<br />the shop. On roll call vote, the motion carried unanimously.
<br />Motion was made by Mr. Larson and seconded by Mrs. Stanton to designate a smoking area to the west
<br />of the large meeting room on the lower level of the Juvenile Detention Center building, and that a total
<br />ban on smoking be effective July 1, 1987. On roll call vote, the motion carried with Mr. Wieland,
<br />Mr. Larson and Mrs. Stanton voting "Aye Mr. Eckert and Mr. Sondrall voting "No
<br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to sign
<br />the City Pothole and Street Repair Fund agreements with the cities of West Fargo, Grandin, Kindred,
<br />Buffalo, Harwood, Reiles Acres, Frontier and Tower City. Motion carried.
