permit to Held Beef Industries of West Fargo to place a culvert 4 <br />1/2' feet below the surface of County Road 19 to help alleviate a <br />sanitation problem. Motion carried unanimously. <br />County Engineer Don Richards reported that the records of his <br />department are totally on the new computer system, and he stated that <br />he received a lot of cooperation from his employees. <br />A letter was received from County Social Services Director Tom <br />Jensen requesting permission to hire staff replacement for an <br />Eligibility Specialist I, who has resigned. Mr. Larson suggested <br />hiring someone on a temporary basis, anticipating that the State will <br />be making cut -backs in funding to counties. Mrs. Stanton suggested <br />that he contact Tom Jensen about the situation. <br />Mr. Larson moved and Mrs. Stanton seconded to approve the County <br />Superintendent of Schools' reappointments of Otto Bernhoft, James <br />Brothers and Roger Erickson to the Cass County School Reorganization <br />Committee for three -year terms to expire December 31, 1989. Motion <br />carried. <br />Mrs. Stanton reported that County Judge Cynthia Rothe recommends <br />that the County purchase the GYYR Court Recording equipment, to replace <br />a Court Reporter position, because this system would be more compatible <br />with other counties. Mrs. Stanton moved and Mr. Eckert seconded that <br />Cass County Court Judge Cynthia Rothe be authorized to purchase the <br />GYYR System for court recording equipment, to be paid from the Capital <br />Projects budget line item, at a cost not to exceed $9,674.72. The <br />motion carried on roll call vote with four members voting "Aye", and <br />Mr. Larson opposing because of the cost. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive the letter <br />from Johan Finley seeking a position on the County Social Services <br />Board, and to file it for future reference. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file <br />the letter from Howard Barlow, Lutheran Social Services of North <br />Dakota, regarding the Island Park Activity Center. Motion carried. <br />Mr. Wieland reported that the County Commissioners discussed <br />1987 employee salaries earlier today and reluctantly will not be <br />offering any pay raises in the next 60 -90 days. Motion was made by <br />Mr. Larson and seconded by Mrs. Stanton that the County Commission <br />will not authorize any pay increases for the next 90 days, but they <br />will review it following the 1987 State Legislative Session when more <br />information has been gathered on potential cut -backs in State funding. <br />Motion carried. <br />Mrs. Stanton reminded the Commission that salaries of elected <br />officials were dropped to State minimums effective January 1, 1987, <br />due to the possibility that a person with limited experience could <br />be elected to a County position. Mr. Larson asked Scott Krueger to <br />gather information for next Tuesday on base salaries of elected <br />officials. <br />
