REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />DECEMBER 9, 1986 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Deanna Kensrud, County Register of Deeds, appeared before the <br />Board to request staff replacement for her second deputy, Lisa Stene, <br />who is leaving the County's employment. She proposed to move an <br />employee presently in pay grade 4 at a salary of $1,077 per month <br />to the second deputy position in pay grade 7 at a salary of $1,277 <br />per month. She would then hire a new employee in pay grade 4, and <br />would like to increase the salaries of three employees presently in <br />pay grade 4 by $31.00 per month. Mr. Larson moved and Mrs. Stanton <br />seconded that Deanna Kensrud be authorized to hire a replacement for <br />second deputy in pay grade 7 at a salary of $1,195 per month, which <br />is the low average on the pay scale. The motion carried on roll call <br />vote with four members voting "Aye Mr. Eckert opposing. <br />When hiring an employee in pay grade 4 for the Register of Deeds <br />office, Mr. Wieland suggested that the salary be in the low average <br />range. However, Mrs. Kensrud stated that the person she wishes to <br />hire has had 10 years experience, and she would like to offer a salary <br />of $1,077 per month. Mr. Larson suggested hiring the person with <br />10 years of experience as second deputy, and Mrs. Stanton stated that <br />Mrs. Kensrud would have to decide who is most qualified. As to the <br />request to increase three employees presently in pay grade 4, Mr. <br />Wieland stated that the Board is not in a position to increase salaries <br />at this point. Motion was made by Mr. Larson and seconded by Mrs. <br />Stanton that in the event that pay grade 7 is filled from within the <br />department, that a new person be replaced in pay grade 4 at a salary <br />of $1,000 per month. On roll call vote, the motion carried <br />unanimously. The Commission instructed Mrs. Kensrud to notify them <br />of her decision so they can authorize the payroll changes. <br />States Attorney Robert Hoy, representing County department <br />heads, requested the Commissioners to reconsider the holiday closing <br />schedule and grant the day after Christmas as a holiday as well. <br />The department heads are suggesting a policy on this matter to be <br />followed each year so that everyone could make their plans in advance. <br />They feel that a long -term policy would also be beneficial to serving <br />the public as they would know the schedule in advance. Mr. Wieland <br />stated that the holiday schedule will be discussed this evening at <br />a meeting between the Commission and County employees, and he suggested <br />postponing it one week. <br />Mr. Wieland reported on a meeting held December 8th between <br />representatives of Cass County and City of Fargo, hosted by the Fargo <br />City Commission at the Civic Auditorium, for the purpose of discussing <br />
