On roll call vote, the motion carried unanimously. <br />Regarding correspondence from Elton S. Ruble concerning a real estate tax refund, the Chairman <br />suggested that the Commissioners discuss the matter with the Auditor or Treasurer if they have any <br />questions. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />NOVEMBER 18, 1986 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Howard Barlow from Lutheran Social Services thanked the Commission for the amount they allocated <br />in the 1987 County Budget to assist with the operation of the Island Park Activity Center. He stated <br />that they would appreciate any further support the County can give to assist with a deficit, which they <br />feel will reach $50,000 at the end of 1986. The Commission suggested that Mr. Barlow appear before the <br />County Social Services Board next week, and the matter will be discussed again by the County Commission <br />in two weeks. Mr. Eckert suggested that Chairman Wieland contact the North Dakota Human Services <br />Department about providing funding. <br />Discussion was held with County Engineer Don Richards and Ordean Jacobson from the Soil Conservation <br />Service on road projects_ located on County Road 31 in Sections 23 and 26, Harwood Township; Section 14, <br />Wiser Township; and along County Road 4 in Section 3, Empire Township. Total cost of the projects is <br />approximately $157,505. The majority of the cost will be paid by Federal and State funds with the local <br />share being $33,160; this to be divided among the Cass County Soil Conservation Service, the Cass County <br />Commission and the Southeast Cass, Rush River, and North Cass Water Resource Districts. Mr. Sondrall <br />moved and Mr. Larson seconded that the Chairman be authorized to sign the planning agreement with the <br />Soil Conservation Service for the above road projects. On roll call vote, the motion carried <br />unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Larson seconded <br />to approve the rail crossing protection proposal for upgrading existing automatic signals on County <br />Road 10 east of Wheatland, County Road 4 at Argusville, County Road 26 at Gardner and County Road 15 at <br />Grandin, the County's cost being 10% of the actual cost at each location; the location at Grandin being <br />shared equally with Traill County. Mr. Eckert asked what the upgrading consists of, since the automatic <br />signals at these locations have not been installed for very- long. The Chairman stated that the County <br />Board can still discuss the projects and costs with the Burlington Northern Railroad Company after <br />granting approval. At the call for the question and on roll call vote, the motion carried with four <br />members voting "Aye Mr. Eckert opposing. <br />Mr. Sondrall moved and Mr. Larson seconded to approve payments from the City Pothole and Street <br />Repair Fund to the cities of Arthur, Leonard, Casselton, Hunter, Riverside, Davenport and Alice, as <br />recommended by County Engineer Don Richards. On roll call vote, the motion carried unanimously. <br />Regarding a request by Stanley Township for township bridge replacement between Sections 23 -24, Don <br />Richards suggested a meeting between the township, the County Commission and any other interested <br />persons. The Chairman suggested placing this matter on the Commission agenda next Tuesday at 10:30 A.M., <br />and he requested Don Richards to notify the Stanley Township Board and Township resident, Tony Rutten. <br />Mr. Richards stated that States Attorney Robert Hoy is presently investigating the County's <br />responsibility on township roads and bridges. <br />Mr. Larson moved and Mrs. Stanton seconded to approve a. utility permit for Mark Kasowski to place an <br />irrigation pipe under County Road 17 south of West Fargo. Motion carried. <br />Upon the request of the Cass County Planning Commission through its Chairman, Fred Selberg, <br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval for County Planner Jerry McCullough to work <br />part -time during the month of December. On roll call vote, the motion carried unanimously. <br />Brian Shorten, Executive Director of the Fargo- Moorhead Metropolitan Council of Governments appeared <br />before the Board for input on their activities and programs over the next 2 -3 years.
