REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 4, 1986 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Alon Wieland and Ray Larson. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />A presentation was made by James M. Kasper Associates on how <br />the AdvantagePlus flexible compensation system could benefit <br />employees and result in a tax break for the County. The cost of the <br />program is approximately $4.00 per month per employee. Mr. Larson <br />moved and Mrs. Stanton seconded to authorize James M. Kasper and <br />Associates to contact County employees at a time other than working <br />hours, and to report the results to the County Commission. Motion <br />carried. <br />Chairman Wieland stated that there will be a meeting of the North <br />Dakota Judicial Conduct Commission on November 12, 1986, and if the <br />County Board wishes to ask for an investigation into Judge Donald <br />Cooke's absenteeism, they may do so by writing a letter of request. <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Commission <br />request the Judicial Conduct Commission to conduct an investigation <br />of County Court Judge Donald Cooke. On roll call vote, the motion <br />carried unanimously. <br />Correspondence from the North Dakota Highway Department <br />regarding funding for the bridge replacement program was referred <br />to the County Road Department. Correspondence from the State Highway <br />Department regarding automatic railroad signals at four locations <br />in Cass County was referred to Commissioner Don Eckert. <br />Chairman Wieland reported that he and Commissioner Eckert met <br />with interested parties concerning the request for a County snowplow <br />to be stationed at Casselton. A counter proposal includes the County <br />leasing the building and snowplow to the Casselton area rural fire <br />and ambulance services. The fire and ambulance services would provide <br />a qualified operator, heat and maintenance for the building. The <br />plow could only be used in case of emergency. The County would <br />continue to provide the insurance on the building, which is not a <br />problem according to the County's insurance agent. The County Road <br />Department is in agreement and suggested doing this for one year's <br />time initially. A formal agreement has not been drafted. <br />Mrs. Stanton moved and Mr. Sondrall seconded to authorize the <br />Director of County Social Services to hire an additional social worker <br />for the Child Protection Services Program. On roll call vote, the <br />motion carried unanimously. <br />
