PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Eckert moved and Mrs. Stanton seconded to grant permission for out of state travel for Glenn Ellingsberg, Disaster Emergency Manager, to attend a Radiological Response Team Training Course in Nevada on October 8 -17, 1986. On roll call vote, the motion carried unanimously. Committee reports were given. The Chairman recessed for a meeting of the Cass County Building Authority and upon reconvening, Mr. Larson moved and Mrs. Stanton seconded to approve action of the Building Authority for approval of Disbursement Direction #15 in the amount of $180,152.11 for the South Wing construction project. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Eckert seconded to approve partial Payment #12 to West Fargo Plumbing Heating in the amount of $12,925.55 for the Courthouse remodeling project. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to approve partial payment #4 to Meinecke- Johnson Company in the amount of $21,527.00, partial payment #4 to Grant's Mechanical in the amount of $4,380.00 and partial payment #3 to Dakota Electric Construction in the amount of $4,830.75 for the North Wing remodeling project. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mr. Sondrall seconded that the amount of partial payment #12 to West Fargo Plumbing and Heating be changed to $2,166.95 instead of $12,925.55. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mrs. Stanton seconded to approve payment of $585.00 to Engraphix for temporary signs for the North Wing. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded to approve payment of $2,000.00 to. Proper Engineering for Road Department computer software. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to pay bills to the Knight Printing Company in the amount of $956.00 for printing the data processing study booklets and $224.00 for printing the personnel policy booklets, to be paid from the Contingency Fund. On roll call vote, the motion carried unanimously. Administrative Assistant Scott Krueger gave an update on the Courthouse South Wing construction project, and he stated that the Clerk- of District Court and States Attorney's Offices will be moving after November 1st. The Chairman suggested that the Commission soon begin preliminary discussions on employee salary increases for 1987, and he asked each one to meet with the Administrative Assistant to propose several alternative plans to see which the Commission can agree upon. On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS OCTOBER 14, 1986 Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, Alon Wieland and Ray Larson. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. The Board continued discussion of County Court Judges absenteeism. The Commission received a written response from Judges Donald Cooke and Cynthia Rothe, and a written response from Judge Cynthia Rothe on her own behalf. Mrs. Stanton stated that the letter from Judge Rothe clearly explains her absentee record, but the Commission did not receive the same type of response from Judge Cooke. The other Commissioners were in agreement that Judge Rothe's response was satisfactory and answered all of their questions, and they are very satisfied with her performance as reflected in public comments which some have received. Mr. Sondrall asked about the appointment of Judge Cooke as the Administrative Judge, and the Commission will discuss this further next week. Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to write a letter to County Court Judge Donald Cooke asking for further information concerning an illness mentioned in his letter of October 13, 1986, and for a further explanation of the amount of time spent on a committee of the National Association of Counties. Motion carried. Mrs. Stanton moved and Mr. Eckert seconded to receive with regrets and file the letter of resignation from County Planner Becky Balk, effective October 24, 1986; and to go on record commending her for a job well done. Motion carried. Upon the recommendation of the County Planning Commission, Mr. Eckert moved and Mrs. Stanton seconded to hire Mr. Gerald McCullough as Cass County Planner to replace Becky Balk, according to the terms and conditions as set forth by the County Planning Commission.
