REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />SEPTEMBER 2, 1986 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Alon Wieland, <br />Oscar Sondrall and Ray Larson. <br />Discussion was held with States Attorney Robert Hoy on renewal <br />of professional liability insurance through the National District <br />Attorney's Association Policy. The premium has increased from <br />$1,750.00 to $3,120.00 with a $1,250.00 deductible per claim. Mr. <br />Hoy recommended that the insurance coverage be continued for special <br />risks encountered by the County through its attorneys. Mrs. Stanton <br />asked if the States Attorneys are not covered under the County's <br />general liability, and Mr. Hoy stated that he does not believe so <br />and he believes the present policy cannot be amended to include this <br />coverage. Last year he contacted Insurance Consultant Robert Rust, <br />who indicated in a letter that he felt it was a good policy and could <br />not be obtained elsewhere. The Commission asked Mr. Hoy to provide <br />copies of that letter for the next Commission meeting. <br />County Engineer Don Richards stated that he is also concerned <br />about professional liability insurance. The Commission requested <br />Scott Krueger, Administrative Assistant, to contact the National <br />Association of Counties regarding all professional liability <br />insurance on the County level. <br />An Attorney from the Ni l i es Law Firm of Fargo and Attorney James <br />Winn of the Stinson, Mag Fizzell Law Firm of Kansas City, MO, were <br />present fora public hearing which was held at 9:30 A.M. representing <br />Riverview Place, Inc. on reapproval of MIDA bonds for an elderly <br />housing development located at the former Sacred Heart Convent <br />property south of Fargo. The Chairman asked if anyone wished to <br />address the issue at the public hearing, but there were no comments <br />from any member of the public. Mrs. Stanton moved and Mr. Larson <br />seconded to adopt the RESOLUTION AUTHORIZING CASS COUNTY, NORTH <br />DAKOTA, TO ISSUE ITS CATHOLIC HEALTH CORPORATION SEMIANNUAL TENDER <br />REVENUE BONDS (RIVERVIEW PLACE, INC. PROJECT), SERIES 1986, IN THE <br />AGGREGATE PRINCIPAL AMOUNT OF $10,000,000, FOR THE PURPOSE OF <br />FINANCING THE COST OF ACQUIRING, CONSTRUCTING, RECONSTRUCTING AND <br />EQUIPPING A RETIREMENT HOUSING FACILITY FOR THE ELDERLY, AND APPROVING <br />CERTAIN OTHER MATTERS RELATED THERETO. The Chairman indicated that <br />he will be reviewing it with the States Attorney prior to signing <br />the resolution. On roll call vote, the motion carried unanimously. <br />Mr. Mick Pflugrath, President of the Fargo -Cass County Industrial <br />Development Corporation, was present along with other Board members, <br />to request that Cass County allocate $100,000.00 from the 1987 County <br />Budget to be used for advertising and to promote development in this <br />area. He stated that the economy has lured businesses to other areas <br />and other states. Mr. Larson moved and Mrs. Stanton seconded to <br />receive the 1987 budget request and discuss it further at budget <br />meetings. Motion carried. <br />
