PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS c134 <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Sondrall reported that a former employee of the County Road Department would be interested in <br />living at the Brewer Lake Recreation Complex during the summer months and would like to work 15 -20 hours <br />per week doing maintenance and repair work. <br />County Auditor Ordelle Brua stated that she intends to present the 1987 Preliminary County Budget on <br />September 2nd. The Commission will begin reviewing it together on September 9th at 2:00 P.M. and into <br />the evening, if necessary. Budget hearings with department heads will begin at 1:00 P.M. on <br />September 16th and continue from 8:00 A.M. to 12:00 Noon on September 17th, 18th and 19th. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />AUGUST 26, 1986 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Alon Wieland, Oscar Sondrall and Ray Larson. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. John Welton, Cass County Safety Consultant, introduced two members of the North Dakota Insurance <br />Reserve Fund's loss control team. Cass County recently chose to purchase liability insurance from the <br />North Dakota Insurance Reserve Fund, and they are now inspecting the physical properties. They will be <br />submitting a written report on this inspection, and they intend to make annual inspections hereafter. <br />Mr, Jay Crawford commended Cass County for retaining the services of John Welton. <br />Dr. Don Christian from The Humane Society, Inc. appeared before the Board to request an increase <br />from $2,400.00 to $5,000.00 from the County's 1987 budget. They hope to establish an animal shelter and <br />provide good educational programs to help reduce the number of unwanted and neglected animals. The Board <br />will act on the request at budget time. <br />Mr. Lance Yohe from The International Coalition for Land /Water Conservation appeared before the <br />Board with a budget request of $1,000.00 for the year 1987. He outlined present activities which he felt <br />would be carried out with continued local support. The Board will determine at budget time if this <br />amount should be placed in a separate line item or paid from Promotional Advertising, as in the past. <br />Attorneys Steve Mottinger and Mark Beauchene appeared before the Board to request an increase from <br />$15,000.00 to $18,000.00 annually for each of three Public Defenders for Cass County Court for the <br />contract period beginning January 1, 1987. The Board took the matter under advisement. <br />Correspondence was received from the Office of the Attorney General on their recent inspection of <br />the Cass County Jail for the fiscal year 1986 -87. A Certificate was presented to Sheriff Don Rudnick <br />indicating compliance with the intent of North Dakota laws and rules, and approving the Cass County Jail <br />for Grade 1 operations effective August 19, 1986. The Board commended the Sheriff for his jail <br />operations. <br />Administrative Assistant Scott Krueger reported on progress of the Courthouse north wing remodeling <br />and the south wing. Construction began this week on a second County Courtroom in the north wing. <br />October 15th is the target date for completion of the fourth floor of the south wing, and the States <br />Attorney and Clerk of Court's Child Support offices will be moving to the south wing about that time. <br />Mr. Eckert suggested an additional exit sign in the lunchroom area in the basement of the north wing <br />during construction. <br />Mrs. Stanton asked what the policy is on smoking in the Annex because there was a fire in a waste <br />basket in the basement restroom last week. She also asked if there has been any policy on having coffee <br />pots in the County offices. <br />Mr. Larson moved and Mrs. Stanton seconded to grant the Application for a Raffle Permit for the Nora <br />Lutheran Church of rural Gardner on the date of October 4, 1986. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant the Application for a Raffle Permit for the <br />Wheatland Rod and Gun Club on September 27, 1986. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded to grant the Application for a Site Authorization Permit <br />for the F -M Civic Opera to operate games of chance at the Lower 48 in Wild Rice and at the Knickerbocker <br />Liquor Locker in Hickson beginning September 1, 1986 through June 30, 1987. On roll call vote, the <br />motion carried unanimously. <br />A letter was received from Mr. Dayton Byram submitting his resignation from the Cass County Planning <br />Commission effective August 25, 1986. The resignation is the result of a letter the County Commissioners <br />received last week from the States Attorney citing the need for a change in the membership to comply with <br />State law. Chairman Wieland suggested that the three Commissioners from the City of Fargo find someone <br />from their respective districts to replace the Planning Commission members who are resigning. <br />Co.
