Presently, there
are two County Commissioners, two City of Fargo Commissioners and
five at -large members. He stated that Section 11- 33 -04, N.D.C.C.
requires a planning commission for Cass County to consist of nine
members, at least two of which are members of the Fargo City Commission,
no more than two members from the Cass County Commission, and the
remaining five members appointed from the County at large with at
least one member appointed from each of the County Commissioner
Districts. Mr. Hoy stated that the membership should have been
changed in 1980 when the County changed from electing County
Commissioners at -large to electing them by districts.
