Association meeting on September 8th at Finley. <br />The Chairman asked if anyone wished to further discuss the <br />Administration section of the Cass County Report, and Mrs. Stanton <br />suggested that the Administrative Assistant compile a list of policies <br />adopted by the County Commission other than the personnel policies. <br />Upon the request of the Chairman, Mr. Larson moved and Mr. <br />Sondrall seconded to extend to bid opening date for the sale of the <br />Cass County Annex building to September 23, 1986, at 10:00 A.M. in <br />the County Auditor's Office; and that the appropriate steps be taken <br />to have the date changed in the legal publication. On roll call vote, <br />the motion carried unanimously. <br />Upon the request of Dorothy Howard, Clerk of District Court, <br />Mrs. Stanton moved and Mr. Larson seconded that she be authorized <br />to hire staff replacement for the Child Support Unit to replace Jane <br />Fick in Grade 4 at a salary level of $850 $900.00 per month. On roll <br />call vote, the motion carried unanimously. <br />Upon the written request of Judge Cynthia Rothe, Mr. Sondrall <br />moved and Mr. Larson seconded that the salary for Kathleen Eisinger, <br />clerk in the criminal division of County Court, be in Grade 2 at $850.00 <br />per month, as recommended by the Salary Review Committee. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file <br />the Indemnity Bond on Lost Instrument for Thurlow Welding in the amount <br />of $34.90; and authorize the County Auditor to issue a duplicate check. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman <br />be authorized to sign the two County Deeds to Ron Hazer for the sale <br />of tax delinquent property in Meadow Brook Park Subdivision, Mapleton <br />Township; and to cancel the 1985 taxes in the amount of $11.96. On <br />roll call vote, the motion carried unanimously. <br />An opinion was received from States Attorney Robert Hoy regarding <br />membership on the Cass County Planning Commission. Presently, there <br />are two County Commissioners, two City of Fargo Commissioners and <br />five at -large members. He stated that Section 11- 33 -04, N.D.C.C. <br />requires a planning commission for Cass County to consist of nine <br />members, at least two of which are members of the Fargo City Commission, <br />no more than two members from the Cass County Commission, and the <br />remaining five members appointed from the County at large with at <br />least one member appointed from each of the County Commissioner <br />Districts. Mr. Hoy stated that the membership should have been <br />changed in 1980 when the County changed from electing County <br />Commissioners at -large to electing them by districts. He recommended <br />that the County Commission bring the membership of the County Planning <br />Commission in compliance with State law. Mrs. Stanton stated that <br />the present members are all good people, and the County Commission <br />regrets making a change.
