REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />AUGUST 19, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll <br />call, all members were present. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Notice was given by the Stenson, Mag and Fizzell Law Firm of <br />Kansas City, Missouri, that the public hearing previously scheduled <br />to be held on this date at 9:30 A.M. regarding the proposed issuance <br />of revenue bonds for the Riverview Place, Inc. project has been <br />canceled. A new resolution for public hearing was proposed whereby <br />the place of the hearing was corrected to read at the Cass County <br />Juvenile Detention Center rather than the Commission Room in the <br />Courthouse. Mrs. Stanton moved and Mr. Sondrall seconded to adopt <br />the resolution re- scheduling the hearing for Riverview Place, Inc. <br />MIDA bonds for September 2, 1986, at 9:30 A.M. in the Cass County <br />Juvenile Detention Center. On roll call vote, the motion carried <br />unanimously. <br />A response was received from States Attorney Robert Hoy finding <br />no legal reason why an expenditure cannot be made form the remaining <br />South Acres sewer and water project funds for replacement of a sewer <br />lift station, as requested by Mr. Roger Schwinghammer. Responses <br />were also received from the project engineer Kip Moore and project <br />attorney Daniel Twichell approving the expenditure. Mr. Twichell <br />stated that the change would be beneficial not only to Mr. <br />Schwinghammer but to the entire South Acres community. Mr. Eckert <br />moved and Mr. Sondrall seconded to authorize payment of $1,065.00 <br />for construction and installation of a new stainless steel hoist from <br />the South Acres sewer and water project funds. On roll call vote, <br />the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman <br />be authorized to sign four copies of the contract with Wanzek <br />Construction in the amount of $127,440.70 for two bridge replacement <br />projects over Swan Creek near Casselton. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert informed the Commission of a request for financial <br />assistance to replace a large pipe arch on a township road between <br />Wheatland and Buffalo Townships in Section 30, Wheatland Township. <br />He stated that County Engineer Don Richards suggested a hydraulics <br />study of the area to see if it should be replaced with a bridge or <br />with a pipe arch(s). Mr. Eckert moved and Mrs. Stanton seconded to <br />instruct the States Attorney to determine who is responsible for the <br />cost of placement of waterways on township roads, and to authorize <br />the Chairman to send a letter to the Maple River Water Resource District <br />requesting them to determine the size of culvert(s) that should be <br />used in the above location. Motion carried unanimously. Mr. Eckert <br />suggested discussing this issue at the next East Central Commissioners <br />
