REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 29, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll <br />call, all members were present. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes <br />of the previous meeting be approved as written. Motion carried. <br />Mr. Grover Diemert and Mrs. Lois Altenburg were present on behalf <br />of Centre, Inc. to request that Cass County contribute $30,000.00 <br />annually for counseling and supervision of the residents of the <br />half -way house for ex- offenders. The County Court Judges currently <br />contract with Centre, Inc. for probation services at a cost of about <br />$12,000.00 annually. Mr. Larson moved and Mrs. Stanton seconded that <br />the request from Centre, Inc. for an additional $30,000.00 be <br />considered at budget time. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to reappoint Oscar <br />Sondrall and Emerson Harris to the Cass County Cemeteries Authority <br />for three year terms to expire August 1, 1989. Motion carried <br />unanimously. <br />Mr. Blake Strehlow, Manager of the Cass County Housing Authority, <br />appeared before the Board regarding an application to the Department <br />of Housing and Urban Development for 25 Housing Vouchers whereby very <br />low income families would find an apartment in the local housing market <br />which meets Federal guidelines, and the rent will be calculated as <br />if it were a Housing Authority unit. Mrs. Stanton moved and Mr. <br />Sondrall seconded that the Cass County Commission go on record in <br />support of the Cass County Housing Authority' s request for 25 Housing <br />Vouchers. Motion carried unanimously. <br />Mr. Robert Dawson from the Dawson Insurance Agency presented <br />a proposal to continue the County's General Liability insurance, <br />Automobile and Truck Liability, Comprehensive coverage on vehicles, <br />Contractor's Equipment insurance, insurance on some other properties <br />such as radio and camera equipment, computer, boiler and air <br />conditioning equipment insurance as of August 1, 1986 for a term of <br />one year. Mr. Larson suggested that the Commissioners consider <br />self- insurance and set up a reserve fund similar to the Blue Cross /Blue <br />Shield self- insurance program. A majority of the Commissioners felt <br />this would be too risky in the event of a lawsuit The County' s <br />insurance consultant, Robert Rust, stated that it would be impossible <br />to purchase Director's and Officer's insurance under a self insurance <br />program. <br />Mr. Eckert moved and Mrs. Stanton seconded that Cass County <br />purchase Comprehensive General Liability insurance and Business and <br />Auto coverage from the North Dakota Insurance Reserve Fund in the <br />amount of $79,474.00 and $26,491.00 Surplus Note, for a total of <br />$105,965.00. On roll call vote, the motion carried unanimously. <br />
