Mrs. Stanton moved and Mr. Larson seconded that the Chairman <br />be authorized to sign the contracts with the Northern Improvement <br />Company for two asphalt paving projects, which were awarded on May <br />20, 1986. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to grant a utility <br />permit to Cass County Electric to install an underground power cable <br />under County Road 1 in Rochester Township. On roll call vote, the <br />motion carried unanimously. <br />Mr. Wieland informed the County Engineer that there are two <br />culverts and an access being constructed on County Road 10 to the <br />east of Drain #45. Mr. Richards is aware of the location and stated <br />that the property is in the Riverside city limits. Mr. Wieland felt <br />there should be a service road along County Road 10 rather than so <br />many accesses, and he suggested that Commissioner Eckert and the County <br />Engineer meet with the appropriate officials of Riverside, West Fargo <br />and Fargo regarding access and maintenance of Highway 10. <br />States Attorney Robert Hoy informed the Commission that the North <br />Dakota Attorney General's Office has decided to fund a victim- witness <br />advocate position in Cass County contingent upon the County providing <br />local matching funds. The State would place a person in the States <br />Attorneys Office on an annual basis victims and witnesses of crime <br />how to obtain necessary counseling and other services that are <br />available to them. Cost of the position for the first year would <br />be $12,000.00, with a grant from the State for $6,000.00. The County <br />would be requested to match this amount with $3,000.00 being paid <br />from the 1986 budget since the program would begin July 1, 1986. <br />The County would have no obligation for fringe benefits, but would <br />be required to provide clerical and telephone service. <br />Mrs. Stanton moved and Mr. Sondrall seconded to enter into an <br />agreement for a victim witness advocate position at a cost of <br />$6,000.00, with payment of $3,000.00 from the County Contingency Fund <br />for the period of July 1 through December 31, 1986, and the balance <br />to be budgeted by the States Attorney for 1987. On roll call vote, <br />the motion carried unanimously. <br />Administrative Assistant Scott Krueger stated that the <br />Commission needs to determine the term of office for two members of <br />the Salary Review Committee. Mr. Larson moved and Mrs. Stanton <br />seconded that Donna Lays be appointed to a one -year term to expire <br />January 1, 1987; and that Rick Lewis be appointed to a three -year <br />term to expire January 1, 1989. Motion carried. <br />Regarding the Courthouse remodeling project, Mr. Larson moved <br />and Mrs. Stanton seconded to direct the architect to request a change <br />order for heating and air conditioning as outlined in Option B <br />presented by Scott Krueger for the District Court 3rd floor courtrooms. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman <br />be authorized to sign the contract with Peterson Mechanical for the <br />
