REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS MARCH 18, 1986 Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Sondrall moved and Mr. Eckert seconded that Commissioners Jeannette Stanton and Ray Larson along with Sheriff Don Rudnick be appointed to a committee to meet with the City of Fargo to discuss a combined City- County law enforcement center. Motion carried. Correspondence was received from Robert Hoy, States Attorney, regarding County Home Rule under Chapter 11 -09.1 of the North Dakota Century Code. Mr. Larson made a motion to begin drafting a home rule charter for Cass County. Mrs. Stanton seconded the motion for discussion, but she suggested appointing a committee to study the feasibility of home rule in the County before deciding to draft a charter. Mr. Larson withdrew the motion and Mrs. Stanton withdrew the second. Discussion followed on qualifications needed to serve on a committee to study the feasibility of home rule, and Mr. Eckert stated that he would not be ready to name people or categories of people that should be involved. Motion was made by Mrs. Stanton and seconded by Mr. Sondrall that the Commission appoint a committee to study the feasibility of home rule in Cass County. The motion carried on roll call vote with four members voting "Aye" and Mr. Eckert opposing. Mr. Larson moved and Mr. Eckert seconded to receive and file the following Officer's Reports for February, 1986: Motion carried unanimously. Clerk of Court 5,047.00 County Court $22,485.56 Register of Deeds $13,445.10 Sheriff 7,110.63 Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign the County Deed for the sale of the West 5' if Lot 8 and all except the West 2' of Lot 9, Block 5, Stockyards Corner Addition in the City of Riverside for $1.00 to the City of Riverside; and to cancel the 5 -year delinquent taxes in the amount of $4,457.17. On roll call vote, the motion carried unanimously. The County Auditor noted that in June, 1985, the Commission voted not to conduct health insurance premiums from employees' payroll for the remainder of 1985. The Commission did not take action on it in January, 1986 so it was not deducted for January or February. Mrs. Stanton felt that the employees should contribute something on the health insurance.
