REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 18, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll <br />call, all members were present. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Sondrall moved and Mr. Eckert seconded that Commissioners <br />Jeannette Stanton and Ray Larson along with Sheriff Don Rudnick be <br />appointed to a committee to meet with the City of Fargo to discuss <br />a combined City- County law enforcement center. Motion carried. <br />Correspondence was received from Robert Hoy, States Attorney, <br />regarding County Home Rule under Chapter 11 -09.1 of the North Dakota <br />Century Code. Mr. Larson made a motion to begin drafting a home rule <br />charter for Cass County. Mrs. Stanton seconded the motion for <br />discussion, but she suggested appointing a committee to study the <br />feasibility of home rule in the County before deciding to draft a <br />charter. Mr. Larson withdrew the motion and Mrs. Stanton withdrew <br />the second. <br />Discussion followed on qualifications needed to serve on a <br />committee to study the feasibility of home rule, and Mr. Eckert stated <br />that he would not be ready to name people or categories of people <br />that should be involved. Motion was made by Mrs. Stanton and seconded <br />by Mr. Sondrall that the Commission appoint a committee to study the <br />feasibility of home rule in Cass County. The motion carried on roll <br />call vote with four members voting "Aye" and Mr. Eckert opposing. <br />Mr. Larson moved and Mr. Eckert seconded to receive and file <br />the following Officer's Reports for February, 1986: Motion carried <br />unanimously. <br />Clerk of Court 5,047.00 <br />County Court $22,485.56 <br />Register of Deeds $13,445.10 <br />Sheriff 7,110.63 <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman <br />be authorized to sign the County Deed for the sale of the West 5' <br />if Lot 8 and all except the West 2' of Lot 9, Block 5, Stockyards <br />Corner Addition in the City of Riverside for $1.00 to the City of <br />Riverside; and to cancel the 5 -year delinquent taxes in the amount <br />of $4,457.17. On roll call vote, the motion carried unanimously. <br />The County Auditor noted that in June, 1985, the Commission voted <br />not to conduct health insurance premiums from employees' payroll for <br />the remainder of 1985. The Commission did not take action on it in <br />January, 1986 so it was not deducted for January or February. Mrs. <br />Stanton felt that the employees should contribute something on the <br />health insurance. Mr. Wieland suggested not deducting anything for <br />
