Director report <br />on 1985 collections <br />Shff. employee grant& <br />out of state travel <br />International Coali- <br />tion-- letter of <br />support from Comm. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The Commissioners received a letter from Glenn Ellingsberg representing Cass County employees who <br />attended a meeting held on February 24, 1986. The group requested that the County Commission refer the <br />natter of an employee's activities toward supporting an individual running for an elected office to the <br />County Personnel Policy Committee, if it needs to be addressed in the County's upcoming policy manual. <br />The employees' group also suggested that the Commission refrain from making comments hastily which harm <br />employee morale and may not be the majority opinion of the Board of Commissioners. Also addressed in the <br />letter were comments on employee appointments to the Salary Review Committee, and the formation of an <br />employees association to meet on a routine basis to discuss problems which they feel need to be addressed <br />with the Board of Commissioners. <br />Mrs. Stanton read a policy of the City of Fargo on restricting government employees in their <br />political activities, and Mr. Wieland suggested referring the matter to the County Personnel Policy <br />Committee. Mrs. Stanton stated that the revised copy which she and Scott Krueger are preparing will have <br />the areas underlined where they have clarified the language and corrected spelling. Mr. Wieland will <br />schedule a meeting of the Personnel Policy Committee as soon as possible. <br />Mr. Larson suggested that the Commission consider placing a question on the November, 1986, general <br />election ballot to adopt a Home Rule Charter. If approved, he would suggest that the County remove the <br />10 -mill road levy from the property owners, and'place a user tax on gasoline to support County roads and <br />bridges. The Commission requested the States Attorney to examine the Home Rule concept and report back <br />on the procedure to be followed. <br />The County Auditor reported on correspondence from the North Dakota Association of Counties <br />regarding the loss of funds in the highway distribution program. It is estimated that Cass County will <br />lose $291,461.00 over a two -year period. <br />The County Auditor discussed rural voting precincts, and she stated that they must be accessible to <br />the handicapped. A survey will be taken, and Mr. Eckert will work with the Auditor on possibly combining <br />additional rural voting precincts. <br />Mr. Eckert moved and Mrs. Stanton seconded that the County Auditor be authorized to pay an <br />additional $2,937.00 to the Dawson Insurance Agency for billing adjustments. On roll call vote, the <br />motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded to receive and file the 1985 collections report from <br />Bonnie Johnson, Regional Child Support Enforcement Director, with the comment that it is a good report. <br />Motion carried. <br />Upon the request of Sheriff Don Rudnick, Mr. Sondrall moved and Mrs. Stanton seconded to approve <br />out of state travel for Lt. Arland Rasmussen on April 7 -9, 1986, in Illinois. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign a letter to <br />Mr. Lance Yohe supporting The International Coalition for Land and Water Stewardship to hold workshops in <br />this area.
