PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Scott Krueger stated that the Superintendent of Schools' Office will be relocated several times <br />during the remodeling process. He suggested microfilming her school attendance records to decrease her <br />space requirements and make the moving process easier. The Commission asked him to obtain cost estimates <br />for next week. <br />Mrs. Stanton stated that she met yesterday with Donna Lays from County Social Services regarding <br />their 1986 salary print -out. Mr. Wieland stated that the Commission authorized re classifying several <br />positions at budget time, but an increase after a 6 -month probationary period was discontinued with the <br />present salary schedule. Mrs. Stanton moved and Mr. Larson seconded that the Director of Social Services <br />be notified that the Commission did not approve at budget time or at any other time the 3% probationary <br />increase and the $10.00 increase as shown on the print -out; and that these be removed from the Social <br />Services salary plan, and a new print -out be provided for next week. On roll call vote, the motion <br />carried unanimously. <br />Upon the recommendation of the County Engineer, Mr. Larson moved and Mr. Eckert seconded that the <br />Chairman be authorized to sign the Construction and Maintenance Agreement and the Right of Way <br />Certificates for bridge project #BRO (9)12, which is scheduled for the March 14th State Highway <br />Department bid letting. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that the County Board of Commissioners adopt the <br />Administrative Assistant Job Description as presented and submitted to the Commission on this date. On <br />roll call vote, the motion carried unanimously.. <br />Correspondence was received from the Clerk of the North Dakota Supreme Court asking the Commission <br />to declare the difference between the two Judges of County Court for election purposes only. <br />Mrs. Stanton moved and Mr. Larson seconded that Resolution No. 1986 -3 be approved as follows, and that a <br />copy be sent to the Supreme Court and the Cass County Court Judges: On roll call vote, the motion <br />carried unanimously. <br />WHEREAS, the Cass County Board of Commissioners has authorized, pursuant to NDCC 27- 07.1 -01, two <br />County Judges of the Cass County Court; and <br />WHEREAS, the Cass County Board of Commissioners recognizes that each judgeship is a separate <br />judicial office for purposes of election; and <br />WHEREAS, the Supreme Court of the State_of North Dakota has suggested that the county commissioners <br />of any county in which two or more county judges are authorized pursuant to NDCC 27- 07.1 -01 consider <br />designating each judgeship; <br />RESOLVED, that the two county judgeships of Cass County Court are designated as follows: <br />Judgeship #1, the Honorable Donald J. Cooke or his successor, and Judgeship #2, the Honorable Cynthia A. <br />Rothe or her successor. <br />Adopted by the Cass County Board of Commissioners on February 4, 1986. <br />The Chairman asked how the Commission can respond to comments received in the Suggestion Box <br />because there are two items that have not been answered. It was suggested that a response be made <br />through the County Newsletter prepared by the Administrative Assistant. <br />One item pertains to allowing County employees to have an option of working their 40 hours per week <br />in four 10 -hour days. Mrs. Stanton moved and Mr. Larson seconded that the County not change it's policy <br />of employees working five 8 -hour days per week, except in the Road Department and Sheriff's Department <br />where previously approved otherwise. On roll call vote, the :motion carried unanimously. <br />Another item from the Suggestion Box pertained to employee parking. Mr. Wieland stated that the <br />County does provide free parking in the Juvenile Center parking lot to the west of the Courthouse. <br />Mr. Larson moved and Mrs. Stanton seconded that Vouchers No. 60,828 through No. 61,575 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Joyce Temenson from County Social Services be <br />authorized out of state travel on February 10, 1986. On roll call vote, the motion carried unanimously. <br />Discussion was held with Rudy Radke, County Extension Agent, and Wally Eide from the State <br />Extension Service regarding replacement of 4 -H Extension Office staff. They introduced Mrs. Penny Dale <br />as a candidate for Cass County 4 -H Agent, and requested the Board's approval to hire her and to pay 50% <br />of the salary, or $11,500.00. Cass County was paying $7,460.00 annually for the previous 4 -H Agent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Commission approve the hiring of Penny Dale to <br />replace Helen Liuska as 4 -H Agent. Discussion was held. Mr. Larson felt the Commission should determine <br />where the additional money will be paid from before approving the position, and he questioned whether the <br />position could be half -time instead of full -time. At the call for the question and upon roll call vote, <br />the motion carried with four members voting "Aye" and Mr. Larson voting 'No <br />Mr. Eckert moved and Mr. Sondrall seconded that Cass County's share of the 4 -H Agent's salary be <br />established at $9,480.00 annually.
