Dept. pick -up <br />in need of repair <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton moved and Mr. Larson seconded that the County Treasurer be authorized to invest excess <br />County funds. On roll call vote, the motion carried unanimously. <br />The Board again discussed whether the positions of Administrative Assistant and Data Processing <br />Manager should be placed under the direction of a department or as an independent department with direct <br />responsibility to the Commission. There Was a difference of opinion among the Commissioners, and the <br />Chairman suggested that Commissioners Eckert and Stanton each prepare a diagram of their ideas, and the <br />matter will be placed on the agenda in two weeks. <br />The Commission received information from the Sheriff, who is Chairman of the Salary Review <br />Committee, regarding terms expiring. Mrs. Stanton asked Scott Krueger to see if the information will be <br />sent to employees also, and the matter was placed on the agenda for January 21st. <br />Mr. Eckert reported that he spoke to the State Historical Society regarding the nomination of the <br />Cass County Courthouse, "Jail and Sheriff's Residence for listing in the State Historic Sites Registry. <br />He was informed that there will be a committee meeting in Bismarck on February 5th to formulate a <br />recommendation for the hearing which will be held on February 6th, also in Bismarck. The State <br />Historical Society is considering the listing of the Courthouse, Jail and Sheriff's Residence on the <br />State Historic Sites Registry because all three are listed on the National Registry of Historic Sites. <br />Mrs. Stanton moved and Mr. Larson seconded that the Cass County Commission recommends that the Courthouse <br />be placed on the State Historic Sites Registry, but the Commission is opposed to placing the Cass County <br />Jail and Sheriff's Residence on the State Historic Sites Registry. On roll call vote, the motion carried <br />unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to authorize Scott Krueger, Administrative Assistant, to <br />proceed with the rental of court recording equipment during the absence of a County Court Reporter at a <br />cost of $340.00 per month plus supplies; and to interview for a part -time person to operate the <br />equipment, with authorization to hire that person on a part -time basis after consulting with one or two <br />of the Commissioners. On roll call vote, the motion carried unanimously. <br />Mr. Wieland reported that he received a telephone call from Fargo City Commissioner Gib <br />Bromenschenkel suggesting that the County and the City work together on communications between the County <br />Sheriff's Office and the City Police Department, and Mr. Larson was assigned to pursue this matter. <br />Mr. Eckert moved and Mr. Larson seconded to award the low bid of Peterson Mechanical in the amount <br />of $23,470.00 for environmental systems and fire safety equipment maintenance at the Cass County <br />Courthouse, Jail, Detention Center and Annex for one year. On roll call vote, the motion carried <br />unanimously. <br />Mr. Dave Johnson was present representing the F -M Home Builders Association requesting that Cass <br />County implement the two -year tax exemption on new construction as passed by the 1985 State Legislature. <br />This law exempts from taxation for two years the first $75,000 of valuation on all single family, <br />condominium or town -home residential property, exclusive of land, on which construction began after <br />March 31, 1985 and is completed before January 1, 1987. Mr. Larson moved and Mr. Eckert seconded that <br />the Cass County Commission hold a public hearing on the date of- January 21, 1986, at 10:00 A.M. at which <br />time any person will be given an opportunity to be heard. On roll call vote, the motion carried <br />unanimously. <br />County Engineer Don Richards reported that the State Treasurer's Office informed him that the <br />Highway Tax Distribution fund is diminishing. Cass County's last check was somewhat smaller than <br />expected. <br />Mr. Eckert reported that the City of Casselton would like to do a street project of considerable <br />size, and they are requesting that they be allowed to accumulate their funds from the special 10 -mill <br />road levy for this one project. The Commission and Don Richards were in agreement as long as they <br />complete the proper forms each year. <br />Due to the low air quality in the basement of the Cass County Annex, Mrs. Stanton moved and <br />Mr. Larson seconded that smoking not be allowed in the lower level of the Annex except in the lunchroom. <br />The motion carried on roll call vote with four members voting "Aye and Mr. Sondrall opposing. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to discuss with the <br />States Attorney whatever options are available for the sale of the Annex. Motion carried. <br />Scott Krueger reported that the County's telephone system was not working from 4:00 P.M. one day <br />last week until 5:15 A.M. the next day. Some inadequacies in the system were discovered and are being <br />corrected. Mrs. Stanton commended Scott Krueger for taking the responsibility to get the system <br />repaired. <br />Mr. Larson moved and Mrs. Stanton seconded that the County Auditor be authorized to pay Ron Leon <br />from the County buildings and grounds maintenance department for 31 hours of compensatory time at the <br />rate of lI times his regular pay, for a total of $306.90. On roll call vote, the motion carried <br />unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that the proposed agreement for software licensing as <br />submitted by Dakota Programs of Grand Forks be submitted to the States Attorney for review and <br />recommendation. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that Commissioner Eckert work with Alton Johnson on a <br />recommendation to pursue the replacement or repair of the motor in the Maintenance Department's pick -up. <br />On roll call vote, the motion carried unanimously. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
