our INO. 5 <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />DECEMBER 3, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br />Sheriff Don Rudnick reported that the County Commissioners are included in the premium amount <br />approved last week for Sheriff's Law Enforcement Officers' Liability Insurance. <br />Several of the County's department heads were present for discussion on their proposed salary <br />increases for 1986. Sheriff Rudnick stated that Joe Novak of Employment Advisers, Inc. interviewed him <br />and about three other department heads for job evaluations, but another person interviewed the remaining <br />County department heads and used a different format. The Sheriff was not satisfied with his evaluation. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Commission will make a final decision on <br />salaries for all elected officials and department heads at the next meeting on December 10th. However, <br />the motion and second were amended to make the final decision in two weeks. Discussion was held before <br />the call for the question. Mr. Wieland asked if the department heads would prefer to be placed in a pay <br />grade on the County pay scale, and Sheriff Rudnick suggested that the Commission add three pay grades on <br />the current pay scale and the salaries of most department heads would fall within the scale. Chairman <br />Larson appointed Commissioners Wieland and Stanton to make a proposal on department heads salary <br />increases, and the Sheriff stated that the Department Heads will also make a proposal in the next week. <br />At the call for the question, the motion carried with four members voting "Aye" and Mr. Wieland voting <br />"Pass <br />The Commission requested the Administrative Assistant to send a memo to all department heads asking <br />how much they personally collect in fees as an elected official and what liability is involved on their <br />part. <br />Mr. Sondrall moved and Mr. Eckert seconded that Vouchers No. 58,902 through No. 59,788 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Wieland asked if the Commission would be in agreement to allow the County Road Department to <br />assist with snow removal at Bonanzaville a special event scheduled for December 5th, and everyone was <br />in agreement. <br />Upon the recommendation of County Engineer Don Richards, Mr. Wieland moved and Mr. Eckert seconded <br />that the Chairman and the Auditor be authorized to sign a Quit Claim Deed back to the State Highway <br />Department for a portion of old Highway 10 near Casselton at the intersection of County Road 18 which the <br />County received from the State Highway Department by Quit Claim Deed dated November 5, 1973. On roll <br />call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Wieland seconded that the County Road Department be authorized to change <br />to the time -of -use option for electrical energy control. On roll call vote, the motion carried <br />unanimously. The Chairman suggested that Commissioner Eckert work with the Sheriff to see if the same <br />option can be exercised at the Juvenile Justice Center. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve partial payments to T.F. Powers Construction <br />in the amount of $1,805.00, to Dakota Electric Construction in the amount of $630.00 and to West Fargo <br />Plumbing and Heating in the amount of $3,800.00 to be paid from the Extra Ordinary Outlay fund. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the Indemnity Bond on Lost <br />Instrument for Beverly Thompson, and authorize the County Auditor to issue a duplicate check. On roll <br />call vote, the motion carried unanimously. <br />Ordelle Brua, County Auditor, informed the Board that the present Public Defender contracts expire <br />December 31, 1985. Mrs. Stanton moved and Mr. Eckert seconded to advertise for proposals for indigent <br />defense services for Cass County Court at the same amount as last year. On roll call vote, the motion <br />carried unanimously. <br />The County Auditor reported that the request she made last week for the Commission to cancel the <br />1985 taxes on property sold at the annual tax sale on November 19, 1985, is a requirement of the North <br />Dakota Century Code. Mr. Eckert moved and Mr. Sondrall seconded to cancel the 1985 taxes as requested by <br />the County Auditor. The motion carried on roll call vote with four members voting "Aye and Mr. Wieland <br />voting "Pass" because he questioned why the Commission needs to pass a motion when it is a requirement of <br />the North Dakota Century Code. <br />Mr. Wieland stated that the State Highway Department has agreed that a traffic signal light can be <br />installed on Tenth Street at 2nd Avenue South, but the State Highway Department would not participate in <br />the cost, which is estimated at $50,000 $70,000. The Chairman requested Scott Krueger to investigate <br />other options such as a tunnel under Tenth Street or a skyway. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to sign <br />the plat of First Replat of Part of Springvale Cemetery for the purpose of having it recorded by the <br />Register of Deeds.
