PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />-"-motliophommoc M <br />5,513.00 <br />$29,893.22 <br />$15,040.70 <br />6,672.89 <br />Mr. Sondrall moved and Mrs. Stanton seconded to approve the guidelines presented by Mr. Iry Rustad <br />for the 1986 Cass County Housing Rehabilitation Program; and that the Lake Agassiz Regional Council be <br />authorized to publish the eligibility requirements and establish a deadline for submitting applications. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Lake Agassiz Regional Council administer the <br />1986 Housing Rehabilitation Program. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded to receive and file the following Officer's Reports <br />for October, 1985: Motion carried. <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br />Mr. Eckert moved and Mr. Sondrall seconded that the Vice Chairman be authorized to sign the <br />Statement of Assurances Certification Form E17 for Federal Revenue Sharing payments. On roll call vote, <br />the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the County Auditor be authorized to pay the bill <br />of $121.85 to the American National Bank of Minneapolis on the Holmen's Subdivision street improvement <br />project. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton stated that there have been parking violations on the north side of the north parking <br />lot which has been designated for two hour public parking. In checking the license numbers of the <br />vehicles parked in this area on this date, all 13 of the vehicles are driven by employees, department <br />heads and elected officials. Mrs. Stanton moved and Mr. Eckert seconded that Commissioner Wieland draft <br />a letter to the people who are parked contrary to the County's rules on the north side of the north <br />parking lot informing them that if this practice does not cease, the County is considering a policy of <br />towing away the vehicles at the cost of the owners. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the States Attorney be authorized to hire Cindy <br />Ebernham for the Restitutions Department in Pay Grade 5 at a salary of $1,000.00 per month through the <br />year 1986. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that the States Attorney be authorized to proceed with <br />hiring part -time help while one employee is on maternity leave. On roll call vote, the motion carried <br />unanimously. <br />Discussion was held on department heads salary increases for 1986. Some of the Commissioners <br />expressed a desire to speak to department heads individually in the next two weeks, at which time the <br />matter will be placed on the agenda again. <br />later. <br />On motion by Mr. Sondrall and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 26, 1985 <br />Chairman Ray Larson called the meeting to order with four members present, Don Eckert <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be <br />as written. Motion carried. <br />arriving <br />approved <br />Mr. Frank Kadlec from Eide, Helmeke Company appeared before the Board regarding the search for a <br />data processing manager. Chairman Larson appointed Commissioners Wieland and Stanton to interview the <br />final three candidates selected by Eide, Helmeke; and the Commission will plan to make a decision on <br />December 17th to hire a data processing manager. Discussion was delayed on the data processing study <br />until Commissioner Eckert can be present. <br />Mr. Wieland moved and Mrs. Stanton seconded to adopt the following policy: Employees will be <br />allowed 8 hours of "storm- leave" time when, 1) the Sheriff delays opening or closes the Courthouse, or 2) <br />a department head allows an employee to leave early due to weather, this policy being on a calendar year <br />basis retroactive to January, 1985 and excluding the County Road and Sheriff Departments with the <br />exception of the clerical employees. Any time lost from work in excess of 8 hours under said policy will <br />be deducted from employee annual leave. Storm leave will not accumulate.
