REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 19, 1985 <br />The meeting was called to order by Vice Chairman, Alon Wieland. <br />Four members were present, Chairman Ray Larson being absent. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes <br />of the previous meeting be approved as written. Motion carried. <br />Upon the recommendation of the Sheriff's Department, Mrs. Stanton <br />moved and Mr. Eckert seconded to accept the bids of Gateway Chevrolet <br />in the amount of $11,945.33 each for two patrol cars and in the amount <br />of $11,537.00 for a van. On roll call vote, the motion carried <br />unanimously. <br />Mr. Richard Kluzak, representing the Sisters of the Presentation <br />of the Blessed Virgin Mary, appeared before the Board to request a <br />public hearing on the issuance of Revenue Bonds in the amount of <br />$10,000,000.00 under the Municipal Industrial Development Act for <br />the purpose of developing the former Sacred Heart Convent into an <br />elderly retirement community, to include expansion of other living <br />units on the site depending upon the marketing and the need for such <br />facilities. Mr. Kluzak stated that there was an offer to secure MIDA <br />bonds in the amount of $5,500,000.00 in January, 1985 but that sale <br />was not completed. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Cass County <br />Commission set the date of December 20, 1985 at 9:00 A.M. for a public <br />hearing on the above project. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to authorize the <br />Chairman or the Vice Chairman to sign the RESOLUTION PROVIDING FOR <br />A PUBLIC HEARING ON A PROJECT AND REVENUE BONDS PURSUANT TO THE <br />MUNICIPAL INDUSTRIAL DEVELOPMENT ACT AND THE INTERNAL REVENUE CODE, <br />subject to approval of the States Attorney Robert Hoy. On roll call <br />vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Cass County <br />Commission hold their regular meeting on Friday, December 20, 1985 <br />at 8:45 A.M. instead of the regular meeting date of December 24th. <br />On roll call vote, the motion carried unanimously. <br />Mr. Tom Cameron and Mr. Bill Kipley appeared before the Board <br />along with County employee Jim Thoreson regarding an Employee <br />Assistance Program offering professional assistance for employees <br />having illnesses, financial problems, marital or family distress, <br />alcohol and drug problems, legal problems or other concerns. Cost <br />of the program for one year is $24.00 per employee plus a $500.00 <br />implementation fee for a total cost of about $5,500.00 per year. <br />Mrs. Stanton moved and Mr. Eckert seconded to adopt the Employee <br />Assistance Program for County employees effective January 1, 1986 <br />at a cost of $5,500.00, to be paid from the Group Health Insurance <br />
