PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. <br />ocia <br />Services Department be out k of t state travel h on October 30- November S1,�d1985 fro On the Conty roll <br />the motion carried unanimously. <br />Don Richards, County Engineer, reported on informal bids received for cemetery surveys. <br />Mr. Wieland moved and Mrs. Stanton seconded to authorize Lambert Vogel to proceed with the survey as <br />requested on the Springvale Cemetery at a cost of $550.00 and that Moore Engineering be hired to survey <br />Cemetery #1 and Cemetery #2 at Trollwood at a cost of $864.00; and that they be requested to place the <br />corners in concrete cylinders. On roll call vote, the motion carried unanimously. Mr. Richards will <br />notify the surveyors of the Board's action. <br />Regarding the proposed Agreement for Joint Exercise of Powers with Respect to the Disposal of Solid <br />Waste, the Commission was in agreement that they would like to continue to participate in solid waste <br />discussions but are not interested in participating in a joint powers agreement at this time. <br />Mr. Wieland moved and Mrs. Stanton seconded to enter into a written contract with the City of Fargo <br />Park District for them to install corner fences on Trollwood Cemetery #1 and an interpretive sign giving <br />some history of the cemetery and County Poor Farm; for the Fargo Park District to install a fence around <br />Trollwood Cemetery #2 and an interpretive sign giving some history of the cemetery and County Poor Farm; <br />for the Fargo Park District to install an addition to the sign on former Cemetery #3 stating where it was <br />relocated and where the records can be viewed; and that Cass County deed the former Cemetery #3 at <br />Trollwood to the Fargo Park District; the total. cost to Cass County not to exceed $600.00 according to an <br />agreement reached at a meeting between the Administrative Assistant and the Fargo Park District on <br />October 11, 1985. On roll call vote, the motion carried unanimously. <br />Scott Krueger reported that some of the parking spaces in the Courthouse south lot were terminated <br />October 14th due to parking of construction vehicles for contractors of the south wing. The entire lot <br />will be utilized by the contractors effective October 21, 1985. The Juvenile Justice Center parking lot <br />was re striped to increase the number of parking spaces. <br />A response was received from the States Attorney on the suggested option to allow County employees <br />to work four 10 -hour days as their regular work week. He stated that unless the County has a separate <br />personnel policy or labor contract authorizing overtime for work in excess of eight hours in any one day, <br />the four 10 -hour days could constitute a valid 40 hour work week which would not be subject to the <br />overtime pay requirements of the Fair Labor Standards Act. <br />The Commission reviewed the list of lands forfeited to the County for unpaid taxes. Mr. Wieland <br />moved and Mrs. Stanton seconded to appraise the property at the total amount of five years delinquent <br />taxes as shown on the 1985 Tax Sale List, and to re appraise the properties not sold at the previous <br />year's sale at 20 On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the following Officer's Reports for <br />September, 1985: Motion carried. <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br />6,104.50 <br />$29,510.76 <br />$14,073.10 <br />$10,113.67 <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign the County Deeds <br />for the sale of Lot 3, Block 5 in Meadow Ridge First Addition, Lots 3 and 4, Block 2 in Tintes Holding <br />Company Second Addition, to the City of West Fargo for $1.00 per lot and to cancel the 5 -year delinquent <br />taxes in the amount of $17,783.65. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Wieland and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 22, 1985 <br />Chairman Ray Larson called the meeting to order with four members present, Jeannette Stanton being <br />absent. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Cass County Weed Control Board received two bids for constructing a building on the County Road <br />Department property. Wayne Colberg, County Weed Control Officer, stated that they favor a metal building <br />and have adequate funds for this year to build the physical structure. Mr. Eckert suggested that the <br />States Attorney draw up a written agreement for the placement of the building and stating that if the <br />Weed Control Board should discontinue the use of the buiding, it will revert back to the County Road <br />Department. Mr. Eckert moved and Mr. Sondrall seconded that the Cass County Commission agrees that the <br />Weed Control Board build a metal structure on the County property at the Road Department at a cost not to <br />exceed $19,000.00 for the rough structure.
