on October 15, 1985 for surveying Springvale Cemetery. On roll call <br />vote, the motion carried unanimously. <br />Robert Hoy, States Attorney, presented information on operating <br />a cemetery in accordance with the North Dakota Century Code and the <br />North Dakota Administrative Code. He stated that the County <br />Commission may continue to serve as the cemetery authority or they <br />can designate a Cemetery Authority to make decisions and report to <br />the Commission periodically. The Chairman asked Scott Krueger to <br />assist the Board in determining what direction the Commission should <br />take. Alton Johnson from the County's Maintenance Department was <br />requested to be responsible for any future burials for the time being, <br />and the County Auditor to act as sexton or secretary to maintain <br />accurate records of burials and signing necessary documents for the <br />time being also. <br />Mr. Sondrall presented a proposed agreement for joint exercise <br />of powers with respect to disposal of solid waste within Cass County, <br />North Dakota and Clay County, Minnesota. The States Attorney has <br />reviewed the agreement, and he stated that Cass County does have the <br />authority to enter into joint powers agreements and can issue bonds <br />to finance programs such as this. He recommended that the State Health <br />Department be requested to assist in such a program as they would <br />need to approve such a facility if it will be located in North Dakota. <br />Mr. Sondrall moved and Mr. Wieland seconded that Vouchers No. <br />57,097 through No. 58,102 be approved and ordered paid. On roll call <br />vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the <br />Application for a Raffle Permit for the Hickson Community Center on <br />November 9, 1985, at Hickson. On roll call vote, the motion carried <br />unanimously. <br />A letter was received from Attorney Mervin Nordeng regarding <br />a problem of flooding on Mr. Kenneth Warner's land in the SE 1/4 of <br />Section 31, Rochester Township. A copy was referred to the County <br />Engineer, and Mr. Eckert felt the Maple River Water Resource District <br />should be involved in discussions. Mr. Wieland agreed to talk to <br />the Maple River Board and ask if they would hold a special meeting <br />with the parties involved to address the situation. <br />A question was raised by the Fargo Community Health Department <br />on whether the County has a $5.00 lunch allowance for County personnel. <br />Mr. Eckert moved and Mrs. Stanton seconded that the County not allow <br />any expenses for those people who are working on their regular County <br />jobs. On roll call vote, the motion carried unanimously. <br />A comment was received from the Suggestion Box on allowing County <br />employees to have the option of working their 40 hours per week in <br />four 10 -hour days at the discretion of their department head. Copies <br />of the suggestion were referred to each Commissioner and the States <br />Attorney. <br />
