REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />OCTOBER 8, 1985 <br />The meeting was called to order and upon roll call, all members <br />were present. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Maxine Davies of Fargo appeared before the Board regarding the <br />procedures at the Cass County Jail for the detainment of a woman <br />employed by Mrs. Davies. Sheriff Don Rudnick was also present and <br />explained some policies of the County Jail which were applied in this <br />case. The Chairman and Mrs. Stanton will review the County Jail <br />Procedures with the Sheriff in the next two weeks and report back <br />to the Commission. The Chairman stated that the County will make <br />a response to Mrs. Davies in thirty days. <br />Jon Ness from the Metropolitan Council of Governments reported <br />on the results of the Dutch Elm Disease Survey. He stated that the <br />survey indicates that people are very interested in the topic, and <br />a committee is attempting to learn how the people who are affected <br />want the problem handled. <br />Scott Krueger, Administrative Assistant, sent a memo to <br />Department Heads asking them to furnish a list of employees who have <br />accumulated overtime prior to April 1, 1985. Very few responses were <br />received, and the Commission suggested that a second memo be sent <br />asking for a written reply from everyone by next Monday. The matter <br />will be placed on the agenda again next week. <br />Correspondence was received from Dr. Vern Bennett, <br />Superintendent of the Fargo Public Schools, asking the County to <br />reconsider their decision to terminate the parking agreement for the <br />west side of the Juvenile Justice Center parking lot because one month <br />will not allow them enough time to find alternative parking. He <br />suggested that the County see how the south wing construction project <br />affects the County's parking situation before terminating the <br />agreement and perhaps the two governmental agencies can continue to <br />share the parking lot. Mr. Wieland and the County Engineer have <br />discussed the parking lot, and they believe they can increase the <br />number of spaces by 30. Mr. Wieland moved and Mrs. Stanton seconded <br />to send another letter to Dr. Vern Bennett stating that the County <br />is willing to continue the parking agreement while construction of <br />the south wing progresses, but the County is convinced that when the <br />south wing is completed the additional parking will be needed. Thus, <br />the agreement to allow School District parking on the Juvenile Justice <br />Center lot will be terminated effective November 1, 1986. On roll <br />call vote, the motion carried unanimously. <br />Mr. Wieland moved and Mr. Eckert seconded that the County Engineer <br />be authorized to present proposals to local surveyors for informal <br />bids to be received by October 11, 1985, and reviewed by the Commission <br />
