REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 9, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll <br />call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Upon the request of Jon Ness from the Metropolitan Council of <br />Governments, Mrs. Stanton moved and Mr. Eckert seconded to endorse <br />the Dutch Elm Disease survey and authorize the Chairman to sign a <br />cover letter to riverbed property owners in Cass County. On roll <br />call vote, the motion carried unanimously. <br />Mr. Keith Trader appeared before the Board representing the <br />Kindred True Value Hardware regarding their Community Development <br />Block Grant, and requesting that a bill in the amount of $800.00 for <br />a pre -loan appraisal be paid from the County's administrative fund <br />on this project. Mr. Trader suggested that the Kindred True Value <br />Hardware pay the appraisal fee and then deduct a specific amount each <br />month from the payments to the County. Mr. Wieland asked about payment <br />of closing costs, recording fees, attorney fees and other incidental <br />costs; and Mr. Trader stated that Scott Bakko for the Kindred True <br />Value Hardware will be paying any other fees. <br />Mr. Wieland moved and Mr. Sondrall seconded to allow Mr. Scott <br />Bakko to reduce his payment to Cass County in the sum of $100.00 per <br />month for a period of six months on the Kindred True Value Hardware <br />Community Development Block Grant program. The motion carried on <br />roll call vote with four members voting "Aye", Mr. Larson voting "No". <br />Mr. Eckert moved and Mr. Sondrall seconded to approve the <br />upgrading of railroad crossing signals at Durbin and at Tower City, <br />at a cost to the County of $9,000.00 on each location. On roll call <br />vote, the motion carried unanimously. <br />Bids were received from the following for bituminous overlay <br />on County Road 38 between Alice and State Highway 46: <br />Border States Paving <br />F -M Asphalt, Inc. <br />Johnson Construction Company <br />Lakes Paving, Inc. <br />Northern Improvement <br />Mr. Sondrall moved and Mrs. Stanton seconded that the above bids <br />be referred to the Road Superintendent and to Engineer Don Richards <br />for tabulation and recommendation. On roll call vote, the motion <br />carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve the <br />
