Crt <br />disc. on procedure <br />to follow to fill <br />vacancy -adv. for <br />position <br />Salary Review Comm. <br />recommendations <br />Bd. adopts recomm. <br />of Salary Review <br />Comm. <br />Mr. Wieland moved and Mr <br />presented last week and not to <br />agreement with the Evaluation <br />boxes, and to sign any other <br />carried unanimously. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JUNE 18, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Lowell Brenna, coordinator for the cemetery relocation project, stated that he met with the <br />Southeast Cass Water Resource District about filling in a drainage ditch at Springvale Cemetery for <br />improved maintenance. They are requesting that a set of levels be taken to see if this ditch should be <br />providing some surface drainage before allowing the County to fill it in and landscape it. The <br />Commission was in agreement to have the County Road Department do the survey work when their schedule <br />allows. <br />Mr. Brenna asked for direction from the Commission on whether to include grave markers and concrete <br />vaults for reburial of the remains from the Trollwood Cemeteries to Springvale Cemetery. He recommended <br />a marble marker with the name etched and the birthdate and date of death at a cost of $35.00 each. He <br />felt this would be more permanent and could withstand mowing. Mrs. Stanton moved that the County provide <br />grave markers at a cost of $35.00 each. However, Mr. Eckert stated that he would first like to hear the <br />proposals on vaults. Mrs. Stanton withdrew her motion. <br />Mr. Brenna stated that there is a proposal for concrete grave boxes at a cost of $100.00 per unit. <br />Mr. Basil Walker and Mr. John Rowell gave a presentation on fiberglass crypt beds, which were formerly <br />sold by Sunset Memorial Gardens but can no longer be used for traditional funerals. This would be an <br />alternative to the concrete grave boxes and the cost would be $50.00 each. Mr. Brenna stated that there <br />are some controversies over using these fiberglass units, and he did not recommend purchasing them. <br />Mrs. Stanton stated that last week the County Commission approved Option #4 which includes wooden boxes <br />to be made by the Evaluation and Training Center. Mr. Wieland stated that if the wooden boxes are <br />acceptable for re- burial, the County does not need to consider the crypt beds. The question remaining <br />from last week was whether to purchase concrete vaults for improved future maintenance and whether to <br />furnish grave markers. Mrs. Stanton went on record as approving the purchase of concrete vaults and <br />grave markers. <br />A representative of Falcon Industry from Bowman, ND presented a line of grave markers at a cost of <br />$35.00 each, which includes the etching but not the cost of cementing them in the ground. Mr. Larson <br />suggested a directory at the entrance to Springvale Cemetery with the names in alphabetical order and the <br />grave plots numbered to correspond with the directory. Mr. Brenna was asked to obtain a cost estimate on <br />some type of directories. <br />Eckert seconded to reaffirm the Board's position in using Option #4 as <br />purchase concrete vaults; and that the Chairman be authorized to sign the <br />and Training Center for construction of the necessary amount of wooden <br />contracts in connection with Option #4. On roll call vote, the motion <br />Steve Dawson, Sheriff's employee, appeared before the Commission representing the Cass County <br />employees to ask when the Commission will first be discussing the 1986 budget item in relation to <br />employee compensation, and when it might be appropriate to address the Commission to provide some input. <br />The Commission asked Steve Dawson to come back in two weeks. <br />Discussion was held on what procedure the Commission will follow to fill the vacancy caused by the <br />resignation of Ruth Hellem, Clerk of the District Court. Mrs. Stanton stated that the Commission will <br />have to advertise that there is a vacancy, and Mr. Wieland suggested appointing a temporary replacement <br />effective July 1st at the minimum salary requirement. Mrs. Stanton suggested that the salary be <br />negotiable to a maximum amount. The Chairman requested Commissioners Wieland and Stanton to discuss a <br />possible temporary replacement with the Deputy Clerks of District Court. <br />Mr. Wieland moved and Mrs. Stanton seconded to advertise for the position of the Clerk of District <br />Court to serve out the balance of Ruth Hellem's term which ends December 31, 1986, the salary to be <br />negotiable between the minimum authorized salary and the maximum that is now being paid depending upon <br />experience, education and knowledge, and that the job description be in line with the requirements of the <br />North Dakota Century Code; applications to be received no later than July 16, 1985. On roll call vote, <br />the motion carried unanimously. <br />Sheriff Don Rudnick, Chairman of the Salary Review Committee, presented recommendations from the <br />committee on grievances filed by County employees after the adoption of the 1985 salary plan. It was <br />recommended that the pay grade for Florence Bauer be Grade 7 rather than Grade 5, but this will be left <br />to the discretion of the Commission. A grievance was filed by Gene McLean because of a difference in his <br />salary as Investigator for the Sheriff's Department and the salary of the Investigator for the <br />States Attorney's office. The Sheriff plans to rate his entire department by Friday for the Salary <br />Review Committee. <br />Upon the recommendation of the Salary Review Committee, Mrs. Stanton moved and Mr. Eckert seconded <br />to set the salary of Deanna Pearson, employee of the Clerk of District Court, at $914.00 per month; and <br />that Darrel Aasland from the County Road Department be placed in Pay Grade 10, a 2% increase, <br />retro- active to January 1, 1985. On roll call vote, the motion carried unanimously. The Salary Review <br />Committee stated that Darrel Aasland's position may need to be re evaluated when the County hires an <br />engineer. <br />
