The Road Superintendent requested permission to approve utility <br />permits on the standard agreement forms without bringing them to the <br />Commission meetings each time. Mrs. Stanton, who was present at this <br />time, felt that these permits must be brought before the Commission <br />since the forms require the signature of the Chairman. Mr. Wieland <br />moved and Mr. Sondrall seconded that in relation to the underground <br />utility permits, the County Road Superintendent and Commissioner <br />Eckert review them and if accepted or rejected, to bring them to the <br />next regular meeting. Motion carried unanimously. <br />Architect Richard Moorhead presented the final schematic design <br />for a south addition to the Courthouse. After discussion, Mrs. <br />Stanton moved and Mr. Eckert seconded to approve the preliminary design <br />for the south wing of the Courthouse. On roll call vote, the motion <br />carried unanimously. Mr. Moorhead estimated the middle of August, <br />1985 as the target date for awarding the contracts, but the Commission <br />hoped that the contracts could be awarded closer to the first of August. <br />The States Attorney along with Commissioners Wieland and Larson will <br />begin investigating the bidding process to be followed for the future <br />sale of the Cass County Annex building at 701 Main Avenue, Fargo. <br />Scott Krueger reported that the residents who live directly north <br />of the Courthouse are objecting to the County' s south addition because <br />they feel that the County has not met proper building codes on the <br />north addition due to the noise level of the air conditioning units <br />located on top of the garage. The Commission has taken steps to reduce <br />the noise, but it is still apparently somewhat above ordinance levels. <br />Mr. Wieland suggested that Mr. Krueger research a type of sound <br />absorption material for the brick wall and research the availability <br />of some types of cones or mufflers for the units plus having noise <br />level tests taken while one unit is operating, the two and then with <br />the third one operating; and to also obtain an estimate for a portable <br />air conditioner for one of the jury rooms on 3rd floor which has no <br />ventilation, and to report back to the Commission at the earliest <br />possible time. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Cass County <br />Road Department be paid $842.84 from the County Emergency Fund for <br />their work during the power outage in the Courthouse addition last <br />month. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that Scott Krueger, <br />Administrative Assistant, be authorized to attend the Government <br />Finance Officers Association meeting in Chicago on May 25 -29, 1985. <br />The motion carried on roll call vote with four members voting "Aye" <br />and Mr. Wieland opposing. <br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file <br />the Indemnity Bonds on Lost Instrument for the Minneapolis War Memorial <br />Blood Bank and for Mr. Wendell Meyer, and to authorize the County <br />Auditor to issue duplicate checks. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded to approve payment <br />of the bills to the American National Bank of St. Paul for fees for <br />
