REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JANUARY 22, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll <br />call, all members were present. <br />Mrs. Stanton moved and Mr. Wieland seconded that the minutes <br />of the previous meeting be approved as written. Motion carried. <br />Ruth Hellem, Clerk of District Court, appeared before the Board <br />regarding her request at budget time last September for an additional <br />employee in her department. After discussion, Mr. Wieland moved and <br />Mr. Sondrall seconded to authorize Ruth Hellem to hire a temporary <br />employee at the rate of $700.00 per month within her budgetary <br />allowance for a period of 6 months, and that she report back to the <br />Commission in 90 days on the status of the backlog of work in her <br />department. On roll call vote, the motion carried unanimously. <br />Mr. Goodwin Hoff, Supervising Sanitarian of the Fargo Community <br />Health, presented an Environmental Report in the areas of sewer <br />permits, day care illnesses, monitoring water systems and control <br />of contaminants in the air. <br />Gordon Sletmoe, Disaster Emergency Services Director, appeared <br />before the Board regarding the 911 emergency telephone system which <br />will be installed in the City of Fargo. He questioned whether the <br />Commission felt other parts of the County would be interested in the <br />911 system, and he suggested a study to determine the feasibility. <br />Mrs. Stanton recalled that there was very little positive response <br />in the rural areas when they were approached on this some time ago. <br />The Commission was in agreement that the County should not become <br />involved in the funding. A meeting will be held at the Fargo City <br />Hall on January 23rd to further discuss the 911 system. <br />Discussion was held on the 1985 proposed salary plan for County <br />employees. Mrs. Stanton felt that there are some inequities in the <br />pay plan and that no salary determination has been made for the Social <br />Services employees or for the Department Heads. Another area that <br />concerns her is the proposed pay cuts over a 4 -year period for six <br />employees. Mr. Wieland stated that 5% was set aside for Social <br />Services for the Department Head to recommend back to the Commission <br />what the employee increases should be. It was decided that each <br />Commissioner should talk to Tom Jensen, Social Services Director, <br />before next Tuesday to get his recommendations. <br />Mr. Wieland and Mr. Eckert agreed that there are some inequities <br />in the proposed pay plan, and they suggested dealing with them after <br />the basic plan is adopted. They stated that until an alternate plan <br />is shown to them, they would support the present proposal. Mrs. <br />Stanton requested an opportunity to discuss the 1985 salary plan with <br />County employees, and a meeting was scheduled for Monday, January <br />28th, at 7:00 P.M. Scott Krueger was requested to post a notice so <br />that employees could attend, and the matter will be placed on the <br />
