<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />C,r) <br />'0 <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />DECEMBER 4. 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call. all members were present. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as'written. Motion carried. <br /> <br />Steve Grindberg. County Road Superintendent. received a request from the City of North River <br />for a street light at the corner of County Road 20 and County Road 31 as a safety precaution. Mr. Grindberg <br />was agreeable providing there is no expense to the County for the light and maintenance or for moving the <br />light if the County needs additional right of way. and the County will not assume any liability. <br /> <br />Steve Grindberg reported on a problem with violation of the weight limit on County Road 6 from <br />Interstate 29 to State Highway 81. There is presently a 6 ton gross weight limit on this road. <br />Mr. Grindberg feels he has spent a large amount of money patching the road. and he is not in favor of <br />increasing the weight limit. However. the present limit prohibits passage of a school bus. and this is a <br />Fargo Public School bus route. A suggestion was made to increase the weight limit to 8 ton with the <br />stipulation that the School District be requested to reduce their speed limit to about 30 miles' per hour <br />on this road. Mr. Larson moved and Mr. Eckert seconded to increase the load limit on County Road 6 <br />between Interstate 29 and State Highway 81 from six tons to eight tons gross weight. On roll call vote. <br />the motion carried unanimously. <br /> <br />Steve Grindberg presented a report from Houston Engineering. Inc. stating the results of their <br />i nspecti on of the bri dge between Secti ons 21-22. Harwood Townshi P. on the Sheyenne Ri ver. The engi neer <br />recommended that the bridge be closed due to its poor condition and that an alternate route be arranged <br />in 1 i eu of a ri ver crossi ng due to the problem wi th founda ti on soil sand substanti a 1 hydraul i c <br />requirements of the river at this location. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to close the bridge between Sections 21-22. Harwood <br />Township. due to its poor condition; and that the County Road Superintendent take whatever steps are <br />necessary to insure that it is closed and to have it proilerly signed. On roll call vote. the motion <br />carried unanimously. <br /> <br />Steve Grindberg reported that he received proposals for preliminary construction engineering <br />services from Houston Engineering. Moore Engineering and from Ulteig Engineering. Upon his <br />recommendation. Mr. Eckert moved and Mr. Sondrall seconded to retain the Moore Engineering Company for <br />the bridge replacement project on County Road 14 between Sections 23-26. Stanley Township; and to retain <br />Houston Engineering for the bridge replacement projects between Sections 18-19. Cassel ton Townhsip. and <br />on County Road 6 between Sections 7-18. Maple River Township. On roll call vote. the motion carried <br />unanimously. <br /> <br />Correspondence was received from Bradley J. Burgum stating that the Board of Directors of the Cass <br />County Township Officers' Association appointed Mr. Leslie Roach of Wheatland to serve on the committee, <br />to review projects for County road repair funds. <br /> <br />Robert Hoy. States Attorney. presented the final draft of the Outline for Distribution of Pothole <br />and Street Repair Funds. Before adopting the outline. Mr. Wieland moved and Mr. Sondrall seconded that <br />the Commission invite representatives of the cities to attend a meeting on December 13th at 4:00 P.M. in <br />the basement meeting room of the Juvenile Justice Center to explain the program and answer questions. On <br />roll call vote. the motion carried unanimously. <br /> <br />Discussion was held on the proposals received last week for janitorial services at the Courthouse <br />and Annex. According to the range of the proposals. Mr. Wieland felt that the average monthly cost of <br />Cleaning services should be about $2.200.00 per month. Two of the firms were present--Dilworth Cleaning <br />Servi ce and Gem Cl eani ng Servi ces. Mr. Larson moved and Mr. Eckert seconded to appoi nt a commi ttee of <br />Commissioners Sondrall and Wieland and Scott Krueger to confer. and to make a recommendation next week on <br />: the janitorial services. On roll call vote. the motion carried unanimously. <br /> <br />Upon the recommendation of the Administrative Assistant. Mr. Wieland moved and Mr. Larson seconded <br />to accept the proposal of K & L Insulation for asbestos removal from the main floor area of the Cass <br />i County Annex at a cost of $4.840.00 plus an additional $600-$1.000 for a technician and special testing <br />, equipment to be flown to Fargo for immediate air quality testing. On roll call vote. the motion carried <br />unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to hire K & L Insulation to move the necessary <br />furniture in the area of the asbestos removal project at the Annex at a cost of $1.400.00. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to authorize Commissioner Larson. Scott Krueger. Glenn <br />Ell i ngsburg and any other Commi ssi oners that wi sh to go to Mi nneapol i s on Wednesday. December 12th. for <br />the purpose of viewing three telephone systems that are available to Cass County through bid proposals <br />received on November 20th.
