Mr. Larson being absent. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />I <br />, - <br />I Upon the request of Steve Grindberg. County Road Superintendent. Mr. Eckert moved and Mr. Sondrall <br />rseconded that the County Road Department Offices be closed on the Friday after Thanksgiving Day with the <br />[Road Department employees using it as one day of earned vacation. On roll call vote. the motion carried <br />unanimously. <br /> <br />Steve Grindberg reported on information he received regarding plans at Durbin for the grain <br />elevator. Mr. Grindberg received a request to put a new culvert in the road leading to the elevator at <br />Durbin. He can forsee problems with the road once the volume of traffic increases to the elevator. The <br />Chairman requested Commissioner Wieland to draft a letter to elevators in the County. to city Mayors and <br />to the Chairman of the Cass County Townshi p Offi cer' s Associ ati on requesti ng them to keep the County <br />informed of changes in their areas which may affect County roads so that the County can better plan for <br />the needs of those areas. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded that Steve Grindberg be authorized to purchase pipe <br />arch cul verts for three bri dge replacement projects between Secti ons 17-20. between Sections 8-17 and <br />between Sections 5-8 all in Stanley Township. with 60% of the cost being paid by the Southeast Cass Water <br />Resource District. On roll call vote. the motion carried unanimously. <br /> <br />Upon the request of Steve Gri ndberg. Mr. Sondra 11 moved and Mr. Eckert seconded that he be <br />authorized to purchase from this year's budget the maintainer which was on a six-month rental basis with <br />option to buy; and to purchase a used surveyor's panel to replace the present 1970 model. On roll call <br />vote. the motion carried unanimously. <br /> <br />Mr. Sondrall reported that County Road 6 leading to the bridge by the Convent south of Fargo is <br />very slippery when wet or frosty. and Mr. Grindberg stated that the road will be sealed next summer with <br />pea rock. The Chairman suggested putting up a warning sign in the meantime. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to approve the change order from Lightowler and Johnson <br />Associates which is an additional $277.60 to F-M Asphalt. Inc. for seal coat and crack repair; and to <br />approve final payment to F-M Asphalt. Inc. on the Holmen's Third Subdivision Street Improvement Project <br />in the amount of $817.60. which includes the above change order. On roll call vote. the motion carried <br />unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to approve payment to NoDak Bonds in the amount of <br />$550.00 for preparation of assessment material for the Holmen's 2nd and Holmen's 3rd SUbdivision Street <br />Improvement Districts. On roll call vote. the motion carried unanimously. <br /> <br />Upon the request of Attorney Daniel Twichell. Mr. Wieland moved and Mr. Eckert seconded that the <br />Chairman and the Auditor be authorized to sign two Quit Claim Deeds to Donald Kroshus in the East <br />One-Half of Section 14 and the SW! of Section 14, Reed Township. along old Drain #10. On roll call vote. <br />the motion carried unanimously. <br /> <br />Mr. Eckert moved and Mr. Sondra 11 seconded that all Cass County offi ces be closed on Monday. <br />December 24th. and shall remain open on Monday. December 31st. 1984. On roll call vote. the motion <br />carried unanimously. <br /> <br />Discussion was again held on County Court Reporter transcripts. A bill was submitted to the County <br />Auditor by Janet Honek. County Court Reporter. She estimated that 35% of the time spent in preparing <br />this transcript was done during the County's 40 hour work week and therefore. deducted 35% from the bill. <br />Mr. Wieland read a proposed motion but no action was taken on it at this time. The Commission discussed <br />hiring Court Reporters on an hourly basis rather than paying a monthly salary. The Chairman asked to <br />delay the matter for further consideration. Mr. Eckert moved and Mr. Sondrall seconded to approve the <br />bill to Janet Honek. dated November 14. 1984. for transcripts. On roll call vote. the motion carried <br />unanimously. <br /> <br />A bid opening was scheduled for 10:00 A.M. on Voice/Data Communications System for Cass County <br />offices. The bid advertisement stated that bidders will be allowed up to twenty minutes to explain <br />uni que porti ons of thei r bi d. Si nce one Commi ssi onerwas abSent thi s morni ng. the Chai rman set the date <br />of November 28th at 1:00 P.M. in the Commission Room to allow each bidder time to explain their <br />particular bid.
