On roll call vote, the motion carried <br />unanimously. <br /> <br />Commissioner Eckert received a telephone call from John Heuer of Leonard requesting financial <br />assistance from the County to construct a road to their new elevator. The matter will be brought up next <br />week with the County Road Superintendent. <br /> <br />The Chairman read a letter from Mrs. Adeline Hartl thanking the Commissioners for their time and <br />effort in touring several Senior Citizen Centers last week. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that Scott Krueger be authorized to distribute the first <br />edition of a County Newsletter to County employees. On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mr. Wieland, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />OCTOBER 30, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br /> <br />Mr. John Heuer from Leonard appeared to request financial assistance in paving one-half mile of <br />road leading to the Leonard Elevator. The Commissioners felt that they would be setting a precedent by <br />contributing funds for ~ road which is not a County road. It was suggested that Mr. Heuer contact the <br />Lake Agassiz Regional Council to inquire about Community Development Block Grant funds. <br /> <br />Upon the request of Deanna Kensrud, Register of Deeds, Mr. Eckert moved and Mr. Sondrall seconded <br />that she be authorized to hire staff replacement for one employee who resigned. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to authori ze Commi ssi oner Sondrall to purchase and have <br />installed carpeting in the west end of the Register of Deeds Office due to the condition of the floor <br />where the new microfilm equipment will be placed. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wi eland moved and Mr. Larson seconded to appoi nt Mr. Robert Brodshaug to the Southeast Cass <br />Water Resource District to complete the unexpired 'term of Mr. Howard Qualley, which ends January I, 1985. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Sondra 11 seconded to grant a Si te Authori zati on Permi t for the Coal iti on <br />for Disabled Persons of North Dakota to hold games of chance at The Watering Hole in Wild Rice. On roll <br />call vote. the motion carried unanimously. <br /> <br />Upon the recommendation of Sheriff Don Rudnick, Mr. Larson moved and Mr. Sondrall seconded to <br />authori ze the Sheriff to pay a bill in the amount of $598.00 for medi cal costs for an in-mate in the <br />Cass County JaiL On roll call vote, the motion carried unanimously. The Sheriff will arrange a meeting <br />with the Court Judges regarding medical costs for prisoners. <br /> <br />Upon the recommendation of Sheriff Rudnick, Mr. Eckert moved and Mr. Larson seconded that prisoners <br />on the Work Release Program pay to the County $5.00 per day plus $1.00 per hour after five hours. On <br />roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Wieland seconded that the Chairman be authorized to sign a letter to the <br />Fargo Chamber of Commerce requesting 'that they use the same professional staff to do the study of County <br />government as for the City of Fargo study. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wi eland moved and Mr. Eckert seconded to approve fi na I payment to L i ghtowl er, Johnson and <br />Associates in the amount of $14,281.17 from the Holman's 2nd and Holman's 3rd Subdivisions Street <br />Improvement District funds. On roll call vote, the motion carried unanimously. <br /> <br />County Court Judges Dona I d Cooke and Cynthi a Rothe appeared before the Board to further di scuss <br />payments to County Court Reporters fo\; transcri pts. The Commi ssi on was concerned that the Court <br />Reporters are doing work for profit during their 40-hour work week. Mr. Wieland stated that the County <br />is being billed for transcripts. and Judge Cooke stated that some of the Public Defender attorneys <br />request a transcript for every case. Judge Cooke was requested to obtain the dollar amount that the <br />County Court Reporters have been paid for typing transcripts for private attorneys during County time, . <br />and how much .the Court Reporters pay in expenses. <br /> <br />Concerning a proposal to insulate and block out some of the windows at the Cass County Annex <br />building. Mr. Wieland and Mr. Sondrall will discuss the method to be used with the contractor. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert. the meeting was adjourned. <br />
