<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS
<br />OCTOBER 23, 1984
<br />
<br />Chairman Stanton called the meeting to order with four members present, Oscar Sondrall being
<br />absent.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />
<br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Eckert moved and
<br />Mr. Larson seconded to grant uti 1 i ty permi ts to Cass County El ectri c Cooperati ve to install underground
<br />cable across County Road 31 in Section 12, Reed Township; to the Northwestern Bell Telephone Company to
<br />bury cable under County Road 22 between Sections 3-10, Raymond Township and under County Road 13 between
<br />Sections 13-22, Raymond Township; and to Flath Electric Company of Buffalo to bury cable under County
<br />Road 10 in the Buffalo city limits. On roll call vote, the motion carried unanimously.

<br />Scott Krueger, Admi ni strative Assi stant, reported on repai rs to date on the heati ng and cool i ng
<br />system at the Cass County Annex. Mr. Larson moved and Mr. Wieland seconded that the Chairman be
<br />authorized to sign the proposal with Johnson Controls for installation of a humidifier at the Annex at a
<br />cost of $1,331.00. On roll call vote, the motion carried unanimously.

<br />Commi ssi oner Ray Larson reported on a meeti ng of the Employees Insurance Commi ttee thi s morning
<br />regarding the proposal by Bankers Life and Casualty to solicit County employees on disability insurance.
<br />Mr. Larson moved and Mr. Eckert seconded to authori ze Bankers Life and Casualty to obtai n a list of
<br />County employees with the understanding that they not approach employees during regular office hours, and
<br />that if any County employees wish to have this disability insurance that it be available by payroll
<br />deduction. On roll call vote, the motion carried unanimously.
<br />
<br />Commissioner Al Wieland reported on a meeting this morning of the Salary Review Committee regarding
<br />the request for a promotion for one employee in County Court due to hiring a new employee at the starting
<br />salary. Upon their recommendation, Mr. Wieland moved and Mr. Larson seconded that the Cass County Court
<br />be authorized to advance an employee from Clerk-Typist 6B to Clerk-Typist 6C at a salary of $849.00 per
<br />month. On roll call vote, the motion carried unanimously.

<br />Upon the recommendation of the Creative Finance Committee, Mr. Larson moved and Mr. Wieland
<br />seconded to accept the bond consulting firm of Bob Ehler's and Associates for the proposed south addition
<br />to the Courthouse at a maximum of $18,500.09. On roll call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Larson seconded to hire Attorney Daniel Twichell as bond counsel for the
<br />above project. On roll call vote, the motion carried unanimously.
<br />
<br />Scott Krueger drafted a letter to the Fargo Chamber of Commerce requesting that the study of County
<br />government be done inexactly the same manner as the City of Fargo study wi th the same resource peopl e
<br />and the same consulting firm, and including other people on the County level. Mr. Larson moved and
<br />Mr. Wieland seconded that the Chairman be authorized to sign the letter to the Fargo Chamber of Commerce.
<br />After some discussion however, Mr. Wieland sugggested delaYing the request one week to allow the
<br />Commissioners time to finish reading "The Fargo Report". The motion and second were withdrawn.
<br />
<br />Mr. Mark Johnson, Executive Director of the North Dakota Association of Counties, appeared
<br />informally to highlight some of the activities that the Association has been involved in. They have been
<br />successful in obtaining training funds for juvenile justice issues and will be setting up training
<br />sessions throughout the State in March or April, with Fargo being one of the locations. He also
<br />mentioned an advanced funding program being offered through the North Dakota State Industrial Commission
<br />to provide cash flow management for counties, cities and school districts. Mr. Johnson stated that the
<br />i proposed budget for the Association for 1985 is $109,900.00 and Cass County's portion would be
<br />: $10,709.00, which is based upon the assessed valuation of the counties.
<br />
<br />A heari ng was hel d at 10: 30 A.M. on the apprai sa 1 of tax-forfei ted property. No protests were
<br />received on the minimum sale price set by the Commission on October 9, 1984.
<br />
<br />Mr. Wieland moved and Mr. Larson seconded to accept the letter of resignation from Mr. Howard
<br />Qualley on the Southeast Cass Water Resource Board, effective October 29, 1984. On roll call vote, the
<br />motion carried unanimously.
<br />
<br />Mr. Wieland moved and Mr. Larson seconded to send a letter to Howard Qualley thanking him for his
<br />23 years of service to the County on the Southeast Cass Water Resource Board. On roll call vote, the
<br />motion carried unanimously.
<br />
<br />Mr. Eckert moved and Mr. Larson seconded that Bonnie Johnson, Child Support Enforcement Director,
<br />be authorized to hire staff replacement for one part-time clerk-typist at no change in salary. On roll
<br />call vote, the motion carried unanimously.
<br />
<br />Mr. Eckert moved and Mr. Wi eland seconded to approve the App 1 i ca ti on for a Dance Permi t for the
<br />NDSU Rodeo Club to be held on October 26, 1984, at the Red River Valley Fairgrounds. On roll call vote,
<br />the motion carried unanimously.
