<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />6198 <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />OCTOBER 16, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br /> <br />Mr. Edwin Piper was present to report a bridge in Section 24, Maple River Township, which has trees <br />and brush underneath it that need to be cleaned out before it damages the bridge. Mr. Eckert will <br />discuss the matter with the County Road Superintendent. <br /> <br />Mr. Sondrall moved and Mr. Larson seconded to approve the Application for a Raffle Permit for the <br />NDSU Rodeo Club to be held on October 26, 27 and 28, 1984, at the Red River Valley Fairgrounds. On roll <br />call vote, the motion carried unanimously. <br /> <br />Mr. Terry Nelson from No-Dak Bonds reported on bids for Refunding Improvement Bonds for the <br />Chrisan 2nd and Chrisan 3rd Subdivisions and the Riverdale Subdivision Street Improvement Districts. The <br />low bid was from American National Bank in the amount of 9.3961% interest. Mr. Larson moved and <br />Mr. Wieland seconded to adopt the RESOLUTION CREATING THE FUND OF AN IMPROVEMENT DISTRICT, PROVIDING FOR <br />AN APPROPRIATING SPECIAL ASSESSMENT FOR THE SUPPORT AND MAINTENANCE OF SAID FUND, AND AUTHORIZING THE <br />ISSUANCE OF IMPROVEMENT WARRANTS THEREON and to adopt the RESOLUTION DIRECTING THE ISSUANCE AND <br />ESTABLISHING THE TERMS AND CONDITIONS OF $235,000 REFUNDING IMPROVEMENT BONDS. On roll call vote, the motion carried unanimously. <br /> <br />Scott Krueger, Administrative Assistant, reported that there is a need for someone to administer <br />the pay-back of the Community Development Block Grant Funds for the Kindred True Value Hardware, and to <br />write an environmental impact statement: <br /> <br />A letter was received from Blue Cross-Blue Shield asking if the County wishes to include <br />Organ-Tissue Transplants on the group health insurance policy. There would be no significant increase on <br />the renewal rate but useage of it could have a large effect. The Commission will make a determination in <br />December prior to renewal of the health insurance contract for 1985. <br /> <br />Mr. Bill Piper from SERVPRO OF FARGO-MOORHEAD presented an estimate of $753.58 for cleaning the <br />carpet and drapes in the basement of the Cass County Annex, and he presented an estimate of $1,851.60 for <br />carpet cleaning on all three floors of the Courthouse. The Commission will consider the proposal. <br /> <br />Attorney Daniel Twichell was present regarding confirmation of the special assessment list for the <br />South Acres Sewer and Water Improvement District. Also present were Robert Weeks, Mr. and Mrs. Archie <br />Maier, Betty Pryzbilla and Douglas Seiler, all property owners within this Special Assessment District. <br />Mr. Weeks presented a petition signed by 17 property owners requesting that all special assessments for <br />the South Acres Water and Sewer project be re-evaluated and each property owner be assessed equal dollar <br />amounts. Mr. Weeks stated that he is protesting the special assessments on one lot which were reduced <br />for the reason that it was felt it would be too low to build upon. <br /> <br />Attorney Twichell stated that this has been a very difficult project. He stated that the Special <br />Assessment Commission viewed all of the lots and determined that the above mentioned lot, which does not <br />have the potential for building upon, should be treated differently than the rest of the lots. He stated <br />that there is no curb connecti on on thi slot, whi ch woul d have increased the assessment by about <br />$1,000.00. <br /> <br />Mr. Twichell stated that he devised a resolution which he read to the Commission and to the <br />landowners. Mr. Weeks stated that he can accept this resolution.
