<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br /> <br />Regarding the County's snow removal contract with F-M Ready Mix, Inc. which expires on <br />November 9, 1984, the Commission discussed having the County's two maintenance employees handle the <br />snow removal on County parking lots for the 1984-1985 season. The details will be worked out by the <br />States Attorney and Alton Johnson. <br /> <br />A letter was received from Mrs. Adeline Hartl inviting the County Commissioners to tour Senior <br />Citizen Centers in Horace, Hickson, Page and Embden on the date of October 10th. <br /> <br />, Scott Krueger presented correspondence from the Office of Intergovernmental Assistance regarding <br />Community Development Block Grant assistance for the Kindred True Value Hardware. Cass County <br />. negotiated an interest rate of 8% on $90,000.00 for 15 years. However, the North Dakota Community <br />Development Block G rant Policy Advisory Committee approved five similar applications at 6% interest so <br />they reduced the interest for the Kindred True Value Hardware to 6% also. Members of the Commission <br />expressed concern over negotiating a rate of interest on the County level and having the State change it. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded that the Chairman be authorized to sign the agreement <br />for Community Development Block Grant assistance for the Kindred True Value Hardware in the amount of <br />$90,000.00 at 6% interest. The motion carried on roll call vote with three members voting "Aye", <br />Mr. Larson and Mr. Sondrall opposing. <br /> <br />On motion by Mr. Wieland and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />OCTOBER 9, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />The Chairman presented a Certificate of Commendation to Gordon Sletmoe from the North Dakota <br />Disaster Emergency Services for his outstanding efforts as emergency manager for Cass County. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded to grant approval for the Northwestern Bell Telephone <br />Company to bury cable under County Road 18 in Section 25, Pleasant Township. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to <br />sign the Agreement for Construction Maintenance and the Right of Way Certificate for bridge replacement <br />projects located between Sections 8-9, Maple River Township; and on County Road 1 five miles west and <br />four miles north of Page on the Maple River. On roll call vote, the motion carrl.ed unanimously. <br /> <br />Steve G rindberg, County Road Superintendent, reported that the request for railroad crossing <br />signal lights on County Road 4 west of State Highway 18 In Amenia Township has been denied by the <br />State Highway Department due to other crossings within the State having higher priority. The <br />Commission suggested that Mr. Grindberg submit another request in about six months. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman and the Auditor be authorized to <br />sign the Agreement for Construction Engineering Services for the bridge replacement project on County <br />Road 36 in Section 14, Normanna Township, with the Moore Engineering Company for a maximum payment <br />of $22,200.00 at 80% reimbursement by the Federal Government. On roll call vote, the motion carried <br />unanimously. <br /> <br />Steve Grindberg stated that he received a request from the American Crystal Sugar Company for a <br />special permit to haul across County Road 20 north of Fargo. The County reduced the load limit due to <br />heavy hauling for the Hector Airport project. Mr. Grindberg stated that the airport project has about <br />20% of the material left to be hauled. The Commission authorized Ray Larson to contact the contractors <br />for the Airport project asking them to cooperate by continuing to use an alternate route for heavy <br />hauling even if the Commission raised the load limit for the sugar beet haulers. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to grant preliminary approval of the Plat of Southwood <br />Park Addition in the Wi of Section 26, Barnes Township; and express concerns, which the County <br />Planning Commission also has, to the City of Fargo about traffic in this area. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Sondrall moved and Mr. Larson seconded to grant approval of the Replat of <br />Headland-Rutten 4th Addition in the NW-k of Section 2, Stanley Township; subject to the approval of <br />Stanley Township. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Scott Kildahl from the Fa rgo Chamber of Commerce was present to inform the Commission that <br />the study of County government will be done at the County's convenience. He recommended that the <br />County select the consultant this fall, and he stated that the study could take about 12 weeks to <br />complete. Mr. Larson moved and Mr. Wieland seconded to formally accept the Chamber of Commerce <br />proposal to assist with the study of Cass County Government.
