Motion carried. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to approve the minutes of the previous meeting of <br />October 1, 19811. Motion carried. <br /> <br />Upon the recommendation of Steve G rind berg , County Road Superintendent, Mr. Eckert moved and <br />Mr. Wieland seconded that the Chairman and the Auditor be authorized to sign the Resolution awarding <br />the low bid of William Schultz Construction Company in the amount of $225,108.86 for bridge replacement <br />in Section 111, Normanna Township on County Road 36. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Sondrall moved and Mr. Eckert seconded to grant utility permits for Cass County Electric <br />Cooperative to cross County Road 31 in Sections 12-1, Reed Township; and on County Road 22 In the <br />southwest quarter of Section 34, Harwood Township. On roll call vote, the motion carried unanimously. <br /> <br />Steve Grindber:g pr-esented a map listing the substandard bridges in Cass County both on and <br />off of the Federal Aid System along with their respective load limits. Mr. Eckert moved and Mr. Sondrall <br />seconded that Steve G rindberg send this information to all school districts using Cass County roads. <br />On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held on the load limits Imposed on County Road 20 north of Fargo due to heavy <br />hauling on that road. The restrictions will remain the same, as set by the County Road Superintendent. <br /> <br />Scott Krueger, Administrative Assistant, presented schematic drawings by Architect Richard <br />Moorhead In response to the Commission's request for a proposed southside addition to the Courthouse. <br />A meeting will be held with the County department heads on October 5th for their input. <br /> <br />Concerning financing of the proposed southside addition, the Architect estimated that it would cost <br />about $360,000.00 more for a phase construction program due to ir:tflation. The Commission has previously <br />investigated public building financing, and Mr. Larson stated that he would like to investigate this in <br />more detail with the Administrative Assistant. <br /> <br />Chairman Stanton appointed a committee of Commissioners Ray Larson and Alon Wieland, States <br />Attorney Robert Hoy and Administrative Assistant Scott Krueger to investigate methods of financing a <br />southside addition; and that Ray Larson be chairman of the committee. Mr. Larson moved and Mr. Eckert <br />seconded that the above committee proceed with their investigation. On roll call vote, the motion carried <br />unanimously. <br /> <br />Correspondence was received from the States Attorney regarding the City Pothole and Street Repair <br />Program. He recommended that the Commission enter Into an agreement with the cities who will be <br />receiving these funds, and the Commission asked for a draft copy of such an agreement. <br /> <br />Scott Krueger reported that the Fargo Chamber of Commerce approved doing a study of Cass <br />County Government similar to "The Fargo Report". He stated that they would prefer to have the County <br />hire a consultant, and to inform them on what areas the Commission would like to have special emphasis. <br />It is anticipated that the study will not begin until January, 1985. <br /> <br />Mr. Mike Nepple. representing Bankers Life and Casualty Company, appeared before the Board to <br />request permission to approach County employees with a. plan for long-term disability insurance. <br />Mr. Larson suggested referring the matter to the County's health Insurance committee with a report back <br />to the Commission. <br /> <br />Upon the request of Attorney Karen Klein representing the Riverdale Subdivision Street <br />Improvement District, Mr. Larson moved and Mr. Wieland seconded to adopt a Resolution authorizing <br />Issuance of a temporary warrant until the bonds are sold; this being subject to the approval of the Cass <br />County States Attorney. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to approve the Application for a Raffle Permit for the <br />Hickson Community Civic Center on the date of November 3, 1984, at Hickson. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Sondrall moved and Mr. Wieland seconded to approve two Applications for Special Permits to <br />Sell Alcoholic Beverages at the Red River Valley Fairgrounds at a Rodeo on October 13, 1984, and at a <br />Tractor Pull on October 19 and 20, 1984. On roll call vote, the motion carried unanimously. <br />
