Commission Minutes-September 11, 2002 2503 <br /> <br />Commissioners were in agreement to allocate $36,000 to the Cass County Historical <br />Society and $92,500 to the Red River Valley Fair Association, which is approximately a 3% <br />increase over this year's budgeted amount for each of these two agencies. <br /> <br />The board agreed to hold one more budget session before the end of September to discuss <br />the Pilot Skills Development Program. Mr. Wagner said the Fargo Cass County Economic <br />Development Corporation was asked to make a recommendation on the $45,000 request. <br /> <br />Mrs. Schneider asked for clarification on the request for additional staffing by Fargo Cass <br />Public Health for jail nursing services in the amount of $82,186. Mr. Wagner said it is his <br />understanding that revising some employee hours may alleviate the scheduling conflict with <br />the currant number of staff. Glenn Ellingsberg was present from the Shedfrs Department <br />and said they would recommend maintaining the numing staff at the level requested <br />because of unknown cimumstances due to moving into the new jail facility. Kathy Hogan, <br />who serves as the county's representative on the Board of Health, said the request was <br />submitted by Fargo Cass Public Health to assure continuation of the certification process, <br />however, she said all jails are not certified in this area. Commissioners were in agreement <br />to reduce the amount to $27,500, which is about one-third of the original request. This <br />additional amount would allow for one new part-time position instead of three. <br /> <br />The board next discussed the $10,000 request for cost share funding of the Fargo Dome <br />Economic Impact Study and a $10,000 request from River Watch to help Praide Public <br />Broadcasting, Inc. produce a documentary on history, geology, hydrology and topography of <br />the Red River Valley. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr, Wagner seconded to remove the $10,000 <br /> request for the Fargo Dome study and suggest that the request be made <br /> to the Fargo Cass County Economic Development Corporation. On roll <br /> call vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to remove the request <br />of River Watch in the amount of $10,000 to help produce a documentary <br />on the Red River Valley. On roll call vote, the motion carried <br />unanimously. <br /> <br />State's Attorney <br />No changes were recommended. <br /> <br />Reoional Child Support Enfomement Unit <br />Commissioners discussed the new employee request, effective July 1, 2003, and agreed to <br />eliminate it from the budget with the idea that the request can be made mid-year if the need <br />is demonstrated due to federal and state mandates. Mr. Wagner said the board's <br />commitment is to existing staff in terms of cost of living adjustments (COLA) and health care <br />before adding new staff to the payroll. MOTION, passed <br /> Mrs. Schneider moved and Mr. Wagner seconded to eliminate the new <br /> employee request of half a year, in the amount of $24,010, from the <br /> Regional Child Support Enforcement budget.
