Upon the <br />sale of bonds & recommendation of Mr. Nelson, Mr. Larson moved and Mr. Wieland seconded to accept the low bid of <br />resolutions adopted American National Bank and Trust Company of St. Paul at 9t% interest; and to adopt the RESOLUTION <br />APPROVING CERTAIN ACTIONS AND AWARDING SALE OF $1115,000.00 REFUNDING IMPROVEMENT <br />BONDS and the RESOLUTION AUTHORIZING THE ISSUANCE OF $1115,000.00 REFUNDING IMPROVEMENT <br />BONDS, PRESCRIBING THE TERMS AND COVENANTS THEREOF, AND CREATING A FUND FOR THE <br />PAYMENT THEREOF. On roll call vote, the motion carried unanimously. <br /> <br />Daniel Twichell, Attorney for the South Acres Sewer and Water project, was present and stated that <br />the County is allowed to assess the property in the district at a rate not to exceed H% over the bond <br />issue to cover assessment deficiencies. Upon his recommendation, Mr. Larson moved and Mr. Sondrall <br />seconded to assess the property at 11 % in the South Acres Sewer and Water District No.1; and to adopt <br />the RESOLUTION CREATING THE FUNDS OF IMPROVEMENT DISTRICT, PROVIDING FOR AND <br />APPROPRIATING SPECIAL ASSESSMENTS FOR THE SUPPORT AND MAINTENANCE OF SAID FUNDS, AND <br />AUTHORIZING THE ISSUANCE OF IMPROVEMENT WARRANT THEREON. Gen. <br />referred to Shff. <br /> <br />Garrison Diversion <br />Project--resolution <br />of support <br /> <br />Scott Krueger, Administrative Assistant, reported on new laws relating to political subdivsions <br />receiving Federal Revenue Sharing funds. Upon his recommendation, Mr. Larson moved and Mr. Eckert <br />seconded to appoint Scott Krueger as Program Coordinator for the local policy against handicapped <br />discrimination. On roll call vote, the motion carried unanimously. <br /> <br />After review by Robert Hoy, States Attorney, Mr. Wieland moved and Mr. Larson seconded that the <br />Chairman be authorized to sign the contract with Johnson Controls for the Mechanical Systems <br />Maintenance at the Courthouse, Jail, Juvenile Detention Center and the Annex. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to appoint Commissioner Don Eckert to represent the <br />Cass County Commission at the North Dakota State Fair Annual Meeting to be held at the Bismarck <br />Holiday I nn on Nov~mber. 5, 1984. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded that the County Auditor be authorized to pay a bill <br />from the County Emergency Fund to Lightowler and Johnson Associates in the amount of $1,720.00 for <br />consulting engineering services for the boiler replacement at the Juvenile Detention Center. On roll call <br />vote, the motion carried unanimously. <br /> <br />Correspondence was received from the Rust Insurance Company listing all persons who have been <br />appointed by the County Commission to various boards throughout the County as being insured under <br />the County's liability insurance coverage. The Commission noted that the Cass County Historical Society <br />is not appointed by the Cass County Commission and therefore not included in the list of insured. <br />Mr. Wieland moved and Mr. Eckert seconded that a letter be written to the Cass County Historical <br />Society informing them that they are not covered under the County's liability insurance. On roll call <br />vote, the motion carried unanimously. <br /> <br />A check from the Office of the Attorney General in the amount of $767.47 representing Cass <br />County's share of the gaming taxes will be turned over to the Sheriff's Department for use in <br />enforcement of the State's gaming laws. <br /> <br />Mr. H. A. Hendrickson was present concerning a committee which has been appointed by the United <br />States Secretary of the Interior to decide the fate of the Garrison Diversion Project in North Dakota. <br />Mr. Eckert moved and Mr. Wieland seconded to adopt a resolution of support for the Garrison Diversion <br />Project. On roll call vote, the motion carried unanimously. Mr. Hendrickson requested a member of the <br />Cass County Commission to give verbal testimony at meetings to be held in Bismarck on September 10th <br />and 11th. Mr. Wieland stated that he could go if they will be taking testimony on September 10th. <br /> <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />
