<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />"'18'" <br />b.L. ,.b <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 28, 1984--9: 15 A.M. <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as wr:itten. Motion carried. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to remove the bridge between Sections 9-16, Durbin <br />Township, and to replace it with a Texas crossing as recommended by Steve Grindberg, County Road <br />Superintendent. On roll call vote, the motion carried unanimously. <br /> <br />Steve Grindberg reported on a bridge in need of repair between Section 24, Raymond Township and <br />Section 19, Reed Township across the Sheyenne River. He had suggested possibly replacing it but after <br />discussion with each of the two township boards, Mr. Grindberg recommended repairing it for car traffic <br />only and prohibiting its use for a school bus route. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to authorize the County Road Department to repair the <br />bridge between Sections 24-19, Raymond-Reed Townships, and that upon completion it be properly <br />signed for car traffic only. On roll call vote, the motion carried unanimously. ' <br /> <br />Mr. Wieland moved and Mr. Larson seconded that the County Road Superintendent be instructed to <br />send a registered letter to all school districts in Cass County which use any bridges over which the <br />County has jurisdiction, identifying all of the bridges that have load limits and notifying the school <br />districts of such load limits. On roll call vote, the motion carried unanimously. <br /> <br />Steve Grindberg reported that a bridge one-half mile south of the above bridge to be repaired <br />needs replacement. He recommended removing the bridge and installing a 36" culvert at an estimated cost <br />of $8,000.00. He further stated that there is a slide area to the north of this bridge which would <br />require some dirt work, additional right-of-way, and permission to remove some trees at an estimated <br />cost of $10,000.00. Mr. Grindberg stated that further north yet is a dangerous railroad crossing as far <br />as sight distance, and Mr. Wieland stated that there are a lot of trees which should be trimmed at the <br />railroad crossing. ' <br /> <br />Roger Larsen from the Raymond Township Board of Supervisors was present and stated that his <br />township has agreed to share in the cost of correcting the slide area as mentioned above. However, he <br />questioned whether a' 36" culvert will be large enough to replace the bridge. A study was made by the <br />Moore Engineering Company to determine ,the size of the culvert, and Steve Grindberg stated that the <br />project has been approved by the Maple River Water Resource, District. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the County Road Superintendent be authorized to <br />replace a bridge in Sections 24-19, Raymond-Reed Townships with a 36" culvert. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Wieland and Mr. Larson viewed the slide area and reported that there is about a 150' area that <br />needs to be filled near this bridge replacement in Sections 24-19, Raymond-Reed Townships. <br />Mr. Grindberg stated that he would like to see the two townships pay for correcting the slide area, and <br />the County will pay for the bridge replacement. <br /> <br />Roger Larsen from Raymond Township informed the Commission that the Railroad Company did some <br />tree trimming at this particular crossing about one year ago at the request of the township, and the <br />Commission suggested that the Railroad Company be contacted again by the township to trim the trees on <br />the railroad right-of-way. Mr. G rindberg stated that the County could request the State Highway <br />Department to install warning lights at this railroad crossing, but Mr. Eckert questioned whether <br />warning lights would be approved on a township road. Mr. Larson suggested that the township put up a <br />"Stop" sign at the railroad crossing because you cannot see down the tracks until you are at the <br />crossing when traveling from the north. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded that the Raymond Township and the Reed Township <br />Board of Supervisors be responsible for obtaining right-of-way to correct the slide area, to contact the <br />Railroad Company to do tree trimming, and to make a formal request for a "Stop" sign at the railroad <br />crossing in Sections 24-19, Raymond-Reed Townships; and that the slide area be corrected at a cost of <br />50% being paid by the County and 50% being paid by Raymond Township and Reed Township. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Larry Ellison from Casselton appeared representing several groups and individuals in Cass <br />County who provide emergency medical services to request financial assistance from Cass County for the <br />purchase of five pagers at a cost of $277.00 each for Emergency First Responders in the rural areas. He <br />stated that if this program is not successful, he would request the Casselton Ambulance Service to <br />purchase the pagers back from the County. The Commission will consider the request during 1985 budget <br />meetings. <br /> <br />At 10;00 A.M. a dedication was held and the unveiling of the photographs of paintings in the <br />; Courthouse Dome, which are now displayed on the elevator walls on the 2nd floor of the Courthouse. <br />Members of the Arts Council were present along with Mr. Walter Boerth, whose firm did the picture <br />framing and whose father was involved in the original paintings. <br /> <br /> <br /> <br /> <br /> <br />B ridge replacement <br />in Sec.9-16, Durbin <br />Twp. <br /> <br />Bridge repair in <br />Sec.24-19, Raymond- <br />Reed Townships but <br />bridge to be signed <br />for car traffic only <br /> <br />Rd.
