<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />6184 <br /> <br />SPECIAL MEETING OF CASS COUNTY COMMISSIONERS <br />AUGUST 17, 1984 <br /> <br />A Special Meeting of the Board of Cass County Commissioners was held at the call of the Chairman <br />at 8; 00 A.M. in the Cass County Courthouse with four members present, Ray Larson being absent. <br /> <br />Mr. Dennis Martin from Lightowler and Johnson Associates presented copies of the bid tabulation of <br />informal bids received at 3;00 P.M. August 17, 1984, for boiler replacement at the Cass County Juvenile <br />Justice Center. He stated that Alternate #1 is for removal of the old boiler, but it is his opinion that the <br />old boiler should be left in the building as a standby that could be utilized for a day or two at a time if <br />necessary. Mr. Martin recommended accepting the low bid of Advanced Heating & Air Conditioning, Inc. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded to accept the low bid of Advanced Heating and Air <br />Conditioning. Inc. in the amount of $33,204.00 for the heating boiler at the Juvenile Justice Center, <br />excluding Alternate #1 of $1,094.00 for removing the old furnace at this time. On roll call vote, the <br />motion carried with all members present voting "Aye". Dennis Martin stated that he will give the <br />contractor a Notice to Proceed today. <br /> <br />Mr. Wieland asked the Commission to set aside 10-15 minutes on August 28th for the unveiling and <br />dedication of the photographs of the Courthouse Dome paintings, which will be displayed on ,the second <br />floor of the Courthouse. <br /> <br />Mr. Eckert stated that he placed a notice in the "Cass County Reporter" at Casselton regarding the <br />Commission's concern over the number of field fires in the rural areas. He first discussed the matter <br />further with the States Attorney and was informed that legally the County cannot enforce any fire ban <br />but can ask for cooperation in not starting any fires in uncontrollable areas. Mr. Eckert felt that the <br />Commission should encourage as many people as possible to contact their local fire department prior to <br />starting a fire in a controlled area so that the fire department does not send out a truck and volunteers <br />unnecessarily. <br /> <br />On motion by Mr. Sondrall and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 21, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll, all members were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />Upon the request of Attorney Dan Twichell representing the Southeast Cass Water Resource <br />District, Mr. Larson moved and Mr. Wieland seconded that the Chairman and the County Auditor be <br />authorized to sign four Quit Claim Deeds deeding back right of way along County Drain #10 which is no <br />longer needed. On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of County Road Superintendent Steve G rindberg, Mr. Eckert moved and <br />Mr. Larson seconded to grant a utility permit to Shook Excavating, Inc. to install water and sewer <br />mains, to the County Road Department's specifications, for a building being constructed by the Harwood <br />Area Fire and Rescue at Hi:lrwood. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Grindberg requested permission to lower the load limits on County Road 20 north of Fargo due <br />to trucks hauling heavy loads in this area on a construction project at Hector Airport and other truck <br />traffic. He stated that he has contacted the engineers for the project and the contractor and <br />sub-contractor, and there is no provision for the repair of the County road if it is damaged by this <br />heavy hauling. Mr. Larson moved and Mr. Wieland seconded to authorize Steve Grindberg to lower the <br />road restriction on County Road 20 from the Red River to Interstate-29 to 68,000 pounds and lower it <br />further to 60,000 pounds if necessary. On roll call vote, the motion carried unanimously. <br /> <br />Steve Grindberg explained the 1985 Implementation Plan of the Road Repair and Construction <br />Program. Mr. Eckert moved and Mr. Larson seconded to approve the program as outlined. On roll call <br />vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Clarence Miller, County Director of Tax Equalization, Mr. Eckert moved <br />and Mr. Sondrall seconded to approve the Application for Abatement and Settlement of Taxes submitted <br />by James Runck and J. W. Strehlow of Casselton. On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Clarence Miller, Mr. Sondrall moved and Mr. Eckert seconded to <br />approve the Application for Abatement and Settlement of Taxes submitted by the First State Bank of <br />Casselton. On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Clarence Miller, Mr. Sondrall moved and Mr. Larson seconded to <br />approve the Application for Abatement and Settlement of Taxes submitted by M. J. Dalsin Development <br />Company of West Fargo.
