<br />A delegation appeared before the Board requesting pavement on County Road 10 east of Mapleton.
<br />Mr. Harry Warner stated that the road has widened out badly and is very dusty which causes hazardous
<br />driving conditions. He relayed a message from Jeff Olson of the Westway Trading Corporation of Mapleton
<br />also requesting that the road be blacktopped but that the weight limit stay up to 80,000 pounds.
<br />
<br />Steve G rindberg, County Road Superintendent, stated that the first thing that would be needed if
<br />the County were to re-shape and re-grade County Road 10 would be to acquire additional right of way.
<br />The County presently has 50' but would need a minimum of 65'.
<br />
<br />Mr. Jay Meyer, a resident along County Road 10, stated that there is a lot of truck traffic avoiding
<br />the weigh scale on Interstate 94, and then they may need to exceed the speed limit 'to make up time for
<br />leaving the Interstate. Mr. Robert Meyer stated that he will personally try to acquire right of way for
<br />any part of that road that the Commission would choose to re-build, if he were asked to do so.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded to request a traffic count on this portion of County
<br />Road 10, to notify the Cass County Sheriff's Department of possible excessive speeds on this road !3nd to
<br />notify the T ruck Regulatory Division of the North Dakota Highway Department; and to place the matter
<br />back on the agenda in two weeks. On roll call vote, the motion carried unanimously.

<br />Mr. Eckert moved and Mr. Sondrall seconded to grant approval for out of state travel for Gil Engel,
<br />Cass County Social Worker, to go to St. Cloud, Minnesota, with a client. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />Mr. Wieland moved and Mr. Larson seconded to approve the final payment to Stoutland Construction
<br />Company in the amount of $10,643.00 and to Architects Clark, Holman and Moorhead in the amount of
<br />$559.00 on the Cass County Courthouse Exterior Restoration project. On roll call vote, the motion carried
<br />unanimously.

<br />Mr. Larson moved and Mr. Wieland seconded to hold a Special Meeting of the Board of Cass County
<br />Commissioners at 7;00 P.M. in the Courthouse on Tuesday, August 28, 1984, instead of on August 29th,
<br />to evaluate the results of "The Fargo Report" in relation to Cass County. Motion carried unanimously.
<br />
<br />Upon approval of the States Attorney, Mr. Eckert moved and Mr. Larson seconded that the Chairman
<br />be authorized to sign the Engineer's Contract and the Contractor's Agreement for the Riverdale
<br />Subdivision Street Improvement project. On roll call vote, the motion carried unanimously.
<br />
<br />Scott Krueger, Administrative Assistant, presented information received by States Attorney Robert
<br />Hoy regarding the noise level from the air conditioning units on the roof of the garage to the north of
<br />the County Jail. The Commission has received complaints in the past and took steps to try to reduce .the
<br />noise level by placing a barrier in front of the air conditioning units. The Commission suggested having a
<br />noise level measurement taken and that the States Attorney and Scott Krueger investigate the matter
<br />further.

<br />Upon approval of the States Attorney, Mr. Larson moved and Mr. Eckert seconded that the Chairman
<br />be authorized to sign the Standard Agreement Form with Advanced Heating and Air Conditioning, Inc. for
<br />the contract on the boiler replacement at the Juvenile Justice Center. On roll call vote, the motion carried
<br />unanimously.
<br />
<br />Scott Krueger reported that representatives of Johnson Controls met in his office on August 20th to
<br />discuss services and procedures for the mechanical systems maintenance at the Courthouse, Jail, Juvenile
<br />Center and Annex. Alton Johnson, Buildings and Grounds Superintendent, was also present.
<br />
<br />On motion by Mr. Wieland and seconded by Mr. Eckert, the meeting was adjourned.
